Explanation of the term "Traditional"

The Office of Administrative Law Judges' case work essentially divides into three categories: black lung, longshore, and "Traditional." The third category is referred to as the "Traditional", not because the work involves older programs, but because it is involves the type of cases traditionally heard by federal ALJs, such as civil money penalties, debarments, collection of back wages, and so forth. In contrast, black lung and longshore cases are federal workers' compensation programs.
