Final Rule
Other than interim final rules, this includes all CFPB final rules, including procedural and interpretive rules. Generally, final rules go through notice and comment  before issuance.

Interim Final Rule

Under some circumstances, the CFPB may issue final rules without a comment period before issuance. The CFPB may request comment on these rules and may later alter the rules, if necessary.

Civil Penalty Inflation Adjustments

The Bureau is adjusting for inflation the maximum amount of each civil penalty within the Bureau’s jurisdiction, as required by the Federal Civil Penalties Inflation Adjustment Act of 1990, as amended by the Debt Collection Improvement Act of 1996 and further amended by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015. 

Truth in Lending Act (Regulation Z) Adjustment to Asset-Size Exemption Threshold

The Bureau is amending the official commentary that interprets the requirements of the Bureau’s Regulation Z (Truth in Lending) to reflect a change in the asset-size threshold for certain creditors to qualify for an exemption to the requirement to establish an escrow account for a higher-priced mortgage loan based on the annual percentage change in the average of the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) for the 12-month period ending in November.

Home Mortgage Disclosure (Regulation C) Adjustment to Asset-Size Exemption Threshold

The CFPB is issuing a final rule amending the official commentary that interprets the requirements of the Bureau's Regulation C (Home Mortgage Disclosure) to reflect the asset-size exemption threshold for banks, savings associations, and credit unions based on the annual percentage change in the average of the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). 

Consumer Leasing (Regulation M) Annual Threshold Adjustments

The Board and the Bureau are finalizing amendments to the commentary for the agencies’ regulations that implement the Consumer Leasing Act which affect the calculation method for determining the annual adjustment of the dollar threshold for exempt consumer leases and set the 2017 exemption threshold amount.  Based on the CPI-W in effect as of June 1, 2016, the exemption threshold will remain at $54,600 through 2017.

Truth in Lending (Regulation Z) Threshold Adjustments

The Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act) amended TILA by requiring that the dollar threshold for exempt consumer credit transactions be adjusted annually by the annual percentage increase in the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W).

Electronic Fund Transfers (Regulation E); Amendments

On Oct. 5, 2016, the Bureau released a final rule to correct certain clerical and non-substantive corrections to errors it has identified in Regulation E. Prior amendments to Regulation E, which became effective in 2013, provided new protections to consumers who send remittance transfers to other consumers or businesses in a foreign country.

Prepaid Accounts under the Electronic Fund Transfer Act (Regulation E) and the Truth In Lending Act (Regulation Z)

The Bureau is finalizing comprehensive consumer protections for prepaid accounts under Regulations E and Z, including tailored provisions governing disclosures, limited liability and error resolution, periodic statements, and the posting of account agreements.  The final rule also regulates overdraft credit features that may be offered in conjunction with prepaid accounts.  

Status of New Uniform Residential Loan Application and Collection of Expanded Home Mortgage Disclosure Act Information about Ethnicity and Race in 2017 under Regulation B

This notice is issued pursuant to section 706(e) of the Equal Credit Opportunity Act and concerns the new Uniform Residential Loan Application and the collection of expanded Home Mortgage Disclosure Act information about ethnicity and race in 2017.
