Welcome to the Abusable Volatile Chemicals Program (AVC)

The purpose of the AVC Program is to implement the provisions of the Health and Safety Code, Chapter 485, concerning the retail sale of abusable volatile chemicals. This Web site contains definitions, applications for issuance and renewal of permits to sell abusable volatile chemicals; permit fees; procedures for approving, denying, and renewing permits; as well as the assessment of administrative penalties.
