Feed People, Not the Garbage

America wastes a lot of food. It has been estimated that 40 percent of food in this country gets tossed every year. If you’re wondering how to interpret that number, imagine taking nearly half of every meal you eat and dumping it directly in the garbage. Now imagine 318 million of your neighbors doing exactly the same thing.

Food garbageWasting that much food translated into 37 million tons of garbage in 2013, garbage that could’ve had a different fate as nourishment for hungry people. One in seven Americans are food insecure, which means they do not know where their next meal will come from, if they get a next meal.

The Green Dining Alliance (GDA) has always encouraged our member restaurants to minimize their food waste by reducing portion sizes and composting food waste. So when we heard that EPA was co-leading a new initiative to reduce U.S. food waste by 50 percent by 2030, we had to get involved. The GDA joined EPA’s Food Recovery Challenge as an Endorser, promoting the challenge by suggesting our members to join up as Participants.

Food Recovery Challenge Participants are given tools to measure how much food they’ve saved from landfills, including ways to measure how much they’ve reduced their environmental footprint. They are taught to use the Food Recovery Hierarchy as a template for how to best reduce their food waste.

Food Recovery HierarchyWe have a few food-reduction superheroes in our membership. For example, one Asian restaurant has an all-you-can-eat buffet with a twist. It is served Dim Sum style – you are offered small portions of everything on the menu. If you want more, you have to ask for it. You can have as much as you like, but you don’t get more than you need, reducing the waste that is typical of buffets.

We are also proud of our members who compost, which diverts more waste from the landfill and reduces more methane (greenhouse gas emissions) than those who are only recycling. Pound for pound, the comparative impact of methane on climate change is more than 25 times greater than carbon dioxide over a 100-year period.

Luckily, reducing food waste in your own home is easy. You can use the Food Recovery Hierarchy to get ideas for best practices, like buying less food. Start an audit or mental checklist of the foods you end up throwing away. Do broccoli or potatoes always seem to go bad before you get to cooking them? Consider buying less to start with, or freezing meals and ingredients for later – that’s “source reduction.”

Let your nose check for the freshness of items with expiration dates for which there are no national guidelines (except for baby formula). These dates are set by industry to ensure that customers buy only the very freshest products. This practice unfortunately contributes greatly to food waste, as customers fear that products past the “best by” or “sell by” dates might harm them.

Home composting is also an easy way to keep food out of landfills. Start a pile in your backyard for eggshells, coffee grounds, vegetable trimmings and more.

Food makes up 18 percent of the waste in landfills, contributing 18 percent of our methane emissions. Small steps can make a big difference when fighting the scourge of wasted food. Do your part by visiting GDA restaurants, asking more restaurants to compost, composting at home, ignoring “best by” labels, buying only what you can eat, and eating all you buy.

If America is to cut its food waste in half by 2030, and meet EPA’s Food Recovery Challenge goal, more individuals and industries will have to get aboard the food waste recovery train. Let’s all do our part!

Addressing climate change and unleashing innovation with cleaner trucks

In 2013, President Obama announced his Climate Action Plan, a bold plan that is now on track to reduce emissions from nearly every sector of our economy.  Today, we are fulfilling one of the central promises in this plan — finalizing the second phase of greenhouse gas emissions and fuel efficiency standards for medium and heavy duty vehicles for model years 2018 and beyond.

The trucking sector is an engine of the U.S. economy. It hauls about 70 percent of all freight in this country, and is also our nation’s second largest segment of U.S. transportation in terms of emissions and energy use.

Today’s final standards will promote a new generation of cleaner and more fuel efficient trucks. That means 1.1 billion fewer tons of CO2 will be emitted into the atmosphere, and operators will save 2 billion barrels of oil and $170 billion in fuel costs. The additional cost of a new truck will be recouped within 2-4 years, saving truck owners more over the long haul.

These standards will not only benefit our climate, but also modernize America’s trucking fleet, cut costs for truckers, and help ensure the U.S trucking industry is a global leader in fuel efficient heavy duty vehicle technology. We developed the standards to allow multiple technological pathways to compliance, so that manufacturers can choose the technologies they believe are right for their products, their customers, and the market.

As with every rule, we relied on the input from the public, industry and many other stakeholders to build something that is both ambitious and achievable. More than 400 stakeholder meetings helped improve this program from the proposal: reducing more tons of pollution, strengthening compliance to ensure that the standards get real emissions reductions and improved fuel efficiency, and increasing flexibility for small businesses and manufacturers throughout the industry.  We also continued our close collaboration with our partners in California throughout the process to ensure we finalized standards that will result in a truly national program.

We’ve put in place strong engine standards, which are critical because they help ensure that manufacturers implement engine technologies that continue to improve. Our detailed technical analysis based on the most recent data shows that the required five percent efficiency improvement in diesel engines by 2027 is feasible, cost effective, and will lead to the continued carbon emissions reductions we need—millions of tons of reductions. We heard concerns about the stringency of engine standards, and we took that into account. To ensure a smooth transition, the engine standards are designed with substantial lead times, a gradual phase-in over the course of nine years, and expanded emissions credit flexibilities that allow manufacturers to tailor their own phase-in schedule. All this will enable manufacturers to develop and implement technologies that ensure reliability, and that are sound investments for the trucking industry.  And for the first time, the rules will cover trailers as well as tractors—ensuring that innovation will continue into aerodynamic features, next generation tires and other features so that trailers can contribute to fuel and emissions savings.

The rules don’t just cover line-haul trucks.  They will ensure that buses that carry school children and commuters, vehicles like snowplows, garbage trucks and delivery vans that travel our city streets, and even heavy-duty pickup trucks and large passenger vans will all be cleaner and more fuel efficient over the next decade.

Medium and heavy duty trucks help drive the American economy. Today we are ensuring that we drive down carbon pollution and save on petroleum costs from freight transport as the trucking industry continues to innovate, and to play their part in protecting the climate for future generations.

An Important Milestone for Secure Carbon Dioxide Storage

If we are to address climate change effectively, we need to reduce emissions of the carbon pollution that is causing our earth to warm, leading to far-reaching impacts upon our health and environment. One strategy that can allow large emitters of carbon dioxide – such as power plants or large industrial operations – to significantly reduce their greenhouse gas emissions is to deploy carbon capture and sequestration (CCS).

CCS is a suite of technologies that capture carbon dioxide (CO2) at the source and inject it underground for sequestration in geologic formations. Enhanced oil recovery (where CO2 is injected to facilitate recovery of stranded oil) has been successfully used at many production fields throughout the United States and is a potential storage option.

As CCS has grown in promise and practice, we have developed standards and guidelines to protect our health and ensure that the CO2 injected underground remains there safely. Under the Safe Drinking Water Act, we have comprehensive rules for both traditional enhanced oil recovery injection wells, and for wells engaged in large-scale sequestration, to ensure that CO2 injected underground does not endanger our drinking water. Our Greenhouse Gas Reporting Program (GHGRP) has also developed a rigorous – and workable – accounting and monitoring system to measure the amount of greenhouse gases that are injected safely underground rather than emitted as air pollution. The GHGRP complements the injection well standards, and requires reporting facilities to submit a plan for reporting and verifying the amount of CO2 injected underground. Once the plan is approved, facilities report annual monitoring activities and related data. The GHGRP air-side monitoring and reporting requirements provide assurance that CO2 injected underground does not leak back into the atmosphere. Together, the comprehensive regulatory structure achieved through the injection well standards and GHGRP assure the safety and effectiveness of long-term CO2 storage.

The milestone that we’re marking is that the first such “monitoring, reporting, and verification” plan under the GHGRP was submitted by an enhanced oil recovery facility located in Texas and managed by Occidental Permian, Ltd., a subsidiary of Occidental Petroleum Corporation (or “Oxy”). We have recently approved the plan, which allows Oxy to begin reporting annual data to the Greenhouse Gas Reporting Program, starting with data for 2016.

Oxy voluntarily chose to develop and submit a comprehensive plan in order to track how much carbon dioxide is being stored over the long-term. Oxy’s plan shows that our Greenhouse Gas Reporting Program framework provides value to companies, as well as to EPA and the public, to help track how much carbon dioxide is being stored and provide confidence that the carbon dioxide remains securely underground over time. Strong and transparent accounting methods are critical for measuring progress towards our nation’s greenhouse gas reduction goals. As more power plants and large facilities consider CCS as a means to reduce greenhouse gas emissions, we have at the ready a proven framework to ensure accurate accounting for CO2 stored underground.

Sharing Best Sustainability Practices with Communities

One of the most rewarding parts of my job here at EPA is the work we do with climate and energy program staff from communities and tribes across the country. These sustainability professionals are tireless organizers, skilled problem solvers, and endlessly enthusiastic about helping residents and businesses reduce greenhouse gas emissions and energy use, improve air quality and public health, create jobs, and save money. Despite common challenges they face I am always impressed by how much local sustainability professionals are able to accomplish with so little. By taking action on climate in their own back yards, they are building stronger and healthier communities – and looking out for all of our futures.

Part of our job here is to help local government employees achieve success. Our Local Climate and Energy Program conducts continued outreach by hosting webcasts, sending out newsletters about resources and funding opportunities, and producing resources and tools of our own.
Our latest round of resources are written by communities, for communities. Each resource was driven by community needs, inspired by actual implementation experiences, and informed by staff who have developed successful climate and energy programs. They provide practical steps for communities to follow when building or growing a climate and energy program. These new resources are the result of strong relationships we have built with communities and tribes across the country who have invested in achieving climate and energy results in their own backyards.

Local Climate Action Framework

This online guide provides step-by-step guidance and resources for local governments to plan, implement, and evaluate climate, energy, and sustainability projects and programs to reduce greenhouse gas emissions and adapt to climate change impacts. It captures lessons learned and effective strategies used by local governments, breaks down program implementation into concrete steps, and curates resources to help local governments find the information they need. The framework was developed with extensive input from local government stakeholders, including our Climate Showcase Communities.

Effective Practices for Implementing Local Climate and Energy Programs Tip Sheets

This series of nineteen tip sheets was developed based on the experience and feedback of our Climate Showcase Communities. Each tip sheet focuses on a different aspect of program operation and highlights best practices and helpful resources discovered or used by these communities. Topics include marketing and communications (effective messaging, traditional media strategies, community-based social marketing, and testimonial videos) and working with specific types of stakeholders (institutional partners, contractors, experts, utilities, early adopters, volunteers).

Local Climate and Energy Program Model Design Guide

This guide was developed for local climate and clean energy (i.e., energy efficiency, renewable energy, and combined heat and power) program implementers to help create or transition to program designs that are viable over the long term. The guide draws on the experience and examples of our Climate Showcase Communities as they developed innovative models for programs that could be financially viable over the long term and replicated in other communities.

Although climate change is a global issue, many critical actions to reduce greenhouse gas (GHG) emissions and to promote resilience can be initiated locally. Cities and towns across the U.S. are taking real action against climate change by talking to other communities and sharing practical step-by-step advice on planning and implementing local climate and energy programs,. I am thankful for the valuable input EPA received from local and tribal government stakeholders as we developed these resources and welcome feedback about the new materials.

Driving toward a cleaner future

Today, EPA issued its second annual Manufacturer Performance Report on progress toward meeting the greenhouse gas emissions standards for cars and light trucks. This is essentially a detailed report card telling us how the industry and individual manufacturers are doing in complying with the standards for the 2013 model year. I’m pleased to say that, for the second year of the program, the auto industry is ahead of the curve.

Because the ultimate destination for this road trip is to nearly double fuel economy by 2025, a strong start is great news for the environment and public health, family budgets and America’s energy security. When EPA and the Department of Transportation announced the standards, the program was called a “Win-Win-Win.” A win for the environment and our health because it reduces the emissions that contribute to the greatest environmental threat of our time…. climate change. In fact we expect it to cut 6 billion metric tons of GHGs. A win for consumers because the fuel efficiency goals will save families money at the pump, adding up to more than $1.7 trillion in saved fuel costs over the life of the program. And finally, a win for energy independence. The policy is expected to reduce America’s dependence on oil by more than 2 million barrels per day by 2025.

Just Released: Top 25 U.S. Cities with Most Energy Star Buildings

Did you know energy use in commercial buildings accounts for 17 percent of greenhouse gas emissions that fuel climate change, at a cost of more than $100 billion per year? That’s significant. That’s why EPA’s new Energy Star Top 25 Cities List, which ranks cities with the most Energy Star certified buildings, is so important.

Energy Star certified buildings are verified to perform better than 75 percent of similar buildings nationwide. They use an average of 35 percent less energy and are responsible for 35 percent fewer emissions than typical buildings. Many common building types can earn the Energy Star, including office buildings, K-12 schools, hotels and retail stores.

The cities on this list demonstrate that when facility owners and managers apply EPA’s Energy Star guidelines for energy management to the buildings where we all work, shop and learn, they save energy, save money and reduce greenhouse gas emissions. This work is vital because in most cities, commercial buildings are the largest source of carbon emissions.

Since 1999, more than 25,000 buildings across America have earned EPA’s Energy Star certification, saving nearly $3.4 billion on utility bills and preventing greenhouse gas emissions equal to the emissions from the annual electricity use of nearly 2.4 million homes.

In Communities across America, Buildings Save Money and Cut Carbon Pollution with Energy Star

Did you know that the energy used in commercial buildings accounts for nearly 20 percent of total U.S. greenhouse gas emissions? That adds up to more than $100 billion in energy costs per year! More companies across America are recognizing that energy efficiency is a simple and effective way to save money and reduce greenhouse gas pollution. With help from Energy Star, facility owners and managers are improving the energy efficiency of their buildings and businesses, while at the same time increasing their property value, providing better service, and making their communities more desirable places to live. In fact, since 1999, ENERGY STAR certified buildings have saved more than $3.1 billion on utility bills and prevented greenhouse gas emissions equal to the annual electricity use from 2.2 million homes.

April is Earth Month, a great time to showcase the importance of energy-efficient buildings by announcing EPA’s Top Cities for Energy Star certified buildings and the winners of our annual National Building Competition.

Making Smart Choices to Combat Climate Change

Climate change is an international challenge with local impacts that threaten the health and welfare of American families. In light of increasing knowledge of how climate change impacts our communities, our Office of Solid Waste and Emergency Response (OSWER) is focusing our efforts to ensure we continue to protect the land that surrounds them.

OSWER is partnering with states and communities to make contaminated sites resistant to the impacts of climate change. For example, flooding from more intense and frequent storms, or sea level rise, may lead to contaminants spreading from OSWER sites. The increased intensity and frequency of storms may also increase debris that must be managed, and puts additional sites and communities at risk. In addition, OSWER will work with other agencies to evaluate whether changes in the frequency or severity of extreme weather events will require additional emergency response resources. More

We Need Your Help to Protect the Planet

Will you lend your voice to protecting the climate for Earth Day? I’d bet that since you read our blog, you already know many ways to cut your greenhouse gas emissions. But here’s another big thing you can do: share with your friends what they can do.  To help you do that, we’re using a new tool called Thunderclap, which is like a virtual flash mob. Here’s how it works: you agree to let Thunderclap send a specific, one-time message on your behalf to your social networks on April 22nd, Earth Day, at 12:00 pm EDT.  If 500 or more people agree, the message will go out on everyone’s walls and feeds at the same time (worldwide – hi, international readers!). Less than three months ago, President Obama delivered an address at Georgetown University that underscored the moral obligation we have to leave our children a planet that’s not polluted or damaged. The President issued a Climate Action Plan for his second term that laid out commonsense steps to reduce carbon pollution and address the effects of climate change both here and across the globe.

Today, the Administration issued a Climate Action Plan progress report detailing important implementation milestones on everything from cutting carbon pollution, preparing the United States for the impacts of climate change and ways we are leading global efforts to reduce global greenhouse gas emissions, advance international negotiations and promoting new actions to promote energy efficiency.
