Court Facilities
Filing Drop Box
A filing drop box is located at the main entrance of the Federico Degetau Federal Building. Original documents may be deposited in the drop box on regular working days between 6:00 a.m. and 6:30 p.m. Documents deposited in the drop box will be collected by authorized Clerk's Office personnel at 8:30 a.m., each regular work day. Documents collected at 8:30 a.m. will be filed with the date stamped. Make sure that documents deposited in the drop box bear both an ink signature and the date stamp. If a document does not bear a date stamp, it will be stamped with the date in which it is collected.
The drop box should not be utlized to file documents related to proceedings scheduled on the same day of deposit into the drop box, or for emergency filings.
Harvey B. Nachman Satellite Library
The Satellite Library of the First Circuit Court of Appeals has been located in Hato Rey, Puerto Rico since 1991. It became operational under the First Circuit Court of Appeals Library System in June 1980 in the Old San Juan Courthouse. Before 1980, the United States District Court for the District of Puerto Rico had numerous law book collections located on various floors, and in different chambers in the old courthouse. The first librarian was hired in June 1980 to create a Satellite Library in the Old San Juan courthouse. In October 1980 the first computer assisted legal research system was installed in Puerto Rico in the Satellite Library, which also provided training and assistance to the U.S. Virgin Islands judges and law clerks. Later on, Westlaw was added to the legal research resources in the Library and chambers.
On April 12, 1994, the library was dedicated to a distinguished lawyer, the late Harvey B. Nachman.
The Satellite Library provides direct legal research support to the Chief Judge of the First Circuit Court of Appeals, District Judges, Magistrates, the U.S. Bankruptcy Court, U.S. Probation Office, U.S. Pretrial Services, the Federal Public Defender Office, the Clerk of Court and Staff, and the First Circuit Judges on the mainland. It offers CALR (Computer Assisted Legal Research) training and support in Westlaw, Lexis, Microjuris, Compuclerk, JTS on Line, and the Internet.
The library collection consists of over 30,000 books, including print and non-print material, periodicals, and CD-ROM titles. There is a variety of titles in English, Spanish, and a few in French. The collection is unique within the federal judiciary library system because its content represents a composite of common law, civil law (Spain and other jurisdictions), Puerto Rico law, and other reference materials. The aim of the library collection is to provide sources on a wide range of issues and legal areas peculiar to our legal system.
The library, located at the Federico Degetau Federal Building in Hato Rey, Puerto Rico for the exclusive use of the Court's staff, including judicial officers and their law clerks, the Federal Public Defender staff, employees of the U.S. District Court, the U.S. Bankruptcy Court, the U.S. Probation Office, and the U.S. Pretrial Services Office.
