6 Things Every American Should Know About the Clean Power Plan

Today, President Obama will unveil the U.S. Environmental Protection Agency’s (EPA’s) Clean Power Plan—a historic step to cut the carbon pollution driving climate change. Here are six key things every American should know:
1. IT SLASHES THE CARBON POLLUTION FUELING CLIMATE CHANGE.
Carbon pollution from power plants is our nation’s biggest driver of climate change—and it threatens what matters most – the health of our kids, the safety of our neighborhoods, and the ability of Americans to earn a living. The Clean Power Plan sets common sense, achievable state-by-state goals to cut carbon pollution from power plants across the country. Building on proven local and state efforts, the Plan puts our nation on track to cut carbon pollution from the power sector 32 percent below 2005 levels by 2030, all while keeping energy reliable and affordable.
2. IT PROTECTS FAMILIES’ HEALTH.
The transition to clean energy is happening even faster than we expected—and that’s a good thing. It means carbon and air pollution are already decreasing, improving public health each and every year. The Clean Power Plan accelerates this momentum, putting us on pace to cut this dangerous pollution to historically low levels. Our transition to cleaner energy will better protect Americans from other kinds of harmful air pollution, too. By 2030, we’ll see major reductions of pollutants that can create dangerous soot and smog, translating to significant health benefits for the American people. In 2030, we’ll avoid up to 3,600 fewer premature deaths; 90,000 fewer asthma attacks in children; 1,700 fewer hospital admissions; and avoid 300,000 missed days of school and work. The Clean Power Plan is a historic step forward to give our kids and grandkids the cleaner, safer future they deserve.
3. IT PUTS STATES IN THE DRIVER’S SEAT.
The Clean Power Plan sets uniform carbon pollution standards for power plants across the country—but sets individual state goals based on states’ current energy mix and where they have opportunities to cut pollution. States then customize plans to meet their goals in ways that make sense for their communities, businesses, and utilities. States can run their more efficient plants more often, switch to cleaner fuels, use more renewable energy, and take advantage of emissions trading and energy efficiency options.
Because states requested it, EPA is also proposing a model rule states can adopt right away–one that’s cost-effective, guarantees they meet EPA’s requirements, and will let their power plants use interstate trading right away. But states don’t have to use our plan—they can cut carbon pollution in whatever way makes the most sense for them.
The uniform national rates in the Clean Power Plan are reasonable and achievable, because no plant has to meet them alone or all at once. Instead, they have to meet them as part of the grid and over time. In short, the Clean Power Plan puts states in the driver’s seat.
4. IT’S BUILT ON INPUT FROM MILLIONS OF AMERICANS.
The Clean Power Plan reflects unprecedented input from the American people, including 4.3 million comments on the draft plan and input from hundreds of meetings with states, utilities, communities, and others. When folks raised questions about equity and fairness, we listened. That’s why EPA is setting uniform standards to make sure similar plants are treated the same across the country.
When states and utilities expressed concern about how fast states would need to cut emissions under the draft Plan, we listened. That’s why the Clean Power Plan extends the timeframe for mandatory emissions reductions to begin by two years, until 2022, so utilities will have time to make the upgrades and investments they need to.
But to encourage states to stay ahead of the curve and not delay planned investments, or delay starting programs that need time to pay off, we’re creating a Clean Energy Incentive Program to help states transition to clean energy faster.
It’s a voluntary matching fund program states can use to encourage early investment in wind and solar power projects, as well as energy efficiency projects in low-income communities. Thanks to the valuable input we heard from the public, the final rule is even more fair and more flexible, while cutting more pollution.
5. IT WILL SAVE US BILLIONS OF DOLLARS EVERY YEAR.
With the Clean Power Plan, America is leading by example—showing the world that climate action is an incredible economic opportunity. By 2030, the net public health and climate-related benefits from the Clean Power Plan are estimated to be worth $45 billion every year. And, by design, the Clean Power Plan is projected to cut the average American’s monthly electricity bill by 7% in 2030. We’ll get these savings by cutting energy waste and beefing up energy efficiency across the board—steps that make sense for our health, our future, and our wallets.
6. IT PUTS THE U.S. IN A POSITION TO LEAD ON CLIMATE ACTION.
Today, the U.S. is generating three times more wind energy and 20 times more solar power than when President Obama took office. And the solar industry is adding jobs 10 times faster than the rest of the economy. For the first time in nearly three decades, we’re importing less foreign oil than we’re producing domestically—and using less overall.
Our country’s clean energy transition is happening faster than anyone anticipated—even as of last year when we proposed this rule. The accelerating trend toward clean power, and the growing success of energy efficiency efforts, mean carbon emissions are already going down, and the pace is picking up. The Clean Power Plan will secure and accelerate these trends, building momentum for a cleaner energy future.
Climate change is a global problem that demands a global solution. With the Clean Power Plan, we’re putting America in a position to lead. Since the Plan was proposed last year, the U.S., China and Brazil – three of the world’s largest economies – have announced commitments to significantly reduce carbon pollution. We’re confident other nations will come to the table ready to reach an international climate agreement in Paris later this year.

If it was a commonsense plan, it would allow for the expiration of existing power plants when they reach the end of their useful life. The CPP will require many new and expensive power plants to close prematurely, costing consumers.

In Arkansas, the oldest and dirtiest two or three coal-fired power plants are targeted for either re-commissioning as gas plants or for closing. No new plants in our state are targeted for changes, though there will be other fossil fuel-burning plants such as cement plants and crematoria that will have to emit less CO2. And as for health, in Arkansas, over 90 people a year die due to coal ash particulate and SO2 and SO3 and nitrous oxides. Over 2,200 a year become afflicted with illnesses that will kill them 14 years early. Because of our coal pollution, Arkansas is number one in ASTHMA rates in the US. The CDC says LUNG CANCER is the number one cause of death in AR of adults over 45. The health problems are very real: read “The Silent Epidemic:…” by Dr. Alan Lockwood (cheap on Amazon). It will tell you the whole story of coal and ruined health and ruined lives. Problem is, the particulate is invisible to the eye and doesn’t have a smell: but it’s circulating in the air of all of us. We even get China’s coal plant particulate pollution, and they get ours! We need coal out of our air! And next, natural gas, too, tho’ it has half the particulate, the burning and fracking are releasing methane (nat. gas), which is many times more dangerous to the ozone layer than CO2.

For every coal plant closed here in America there are 2 opening in China, so how again is this helping our GLOBAL CLIMATE CHANGE? As far as I can see it is only going to drive our energy prices sky high as to where the poor will no longer be able to afford energy to heat or cool and therefore there will be an huge increase in poverty driven deaths, elderly deaths, infantile deaths, the sickly deaths, etc. And then on top of that we are spending trillions on a money pit the left thinks is really working or related to some fantom symptom hurting us 100 years from now instead of looking at the real epidemics like heroin addition, AIDS death rates. These are real things killing way more people globally than your bad weather which by the way would be happening any way, its just the way GOD designed it to happen. Just like in Noah Arch. Well said Susan. I’ve been around the world and back several times (U.S. Military) and unless you bring the Middle Eastern countries in compliance, the Clean Power Plan is doomed to fail. Oh forgive me for mentioning our friends to the east in a negative light. The Clean Power Plan is not designed to create a cleaner environment. It’s designed to kill “evil” America, the Great Satan as our eastern friends call us. Gina, I’m sure as the EPA Administrator, you have a wealth of education and abbreviations after your name. Several items you forgot to obtain on your venture to further you career: The common sense given only by the One True God, not the god called mother earth. Honesty Integrity (not a current qualification needed for your position so I understand why you have never obtained the trait). The ability to discern good from evil which is the the one virtue you can only develop when you accept and follow your savior. You can attend church all day long to check the box and make yourself feel better but unless you accept and follow as your savior, you are only fooling yourself. It’s a shame really. Americans need more industry. Americans need giant factories pumping out wind turbines. Americans need more solar panel factories. Americans need more lithium mines. Americans need more of what they did in the past to fix what they need to do in the now. Make sense? Because we can have our cake and eat too. Just listen to the 4.3 million out of 370 million Americans. They couldn’t possibly be so dependent on an industrial complex that they no longer understand or want to understand the real solution. The nature of this problem is not addressed by the proposed solutions.

Given the choice between polluting and not polluting, our future is better without pollution. This is not difficult choice.
The PDF version of this plan is some 1500+ pages. And all it seems to outline is continued progress on reducing pollution of all kinds. Which is good, but what is the purpose of setting a deadline of some 15 or 20 years hence if there aren’t any repercussions for non-compliance? How is this plan enforced?
All I saw were assorted type of tax incentives and business incentives that I guess are supposed to drive companies to comply. But I’ts been my experience that companies are driven by what is most profitable. For example, automobile companies have no qualms about keeping faulty cars on the road if the cost of a recall is expected to cost more than lawsuits/settlements. They trade their public perception for profits every time. It’s only when the numbers start working against them that they change.

The Utility can spend money on technology to clean the discharges.

the Utility can provide help and funding for people to use less electricity. I utilized a program in 2012. My 3 year average use before and after my 18K of improvements, dropped my usage 45%. I think that is great. My wife says the house is more comfortable.
Because the law allows assistance to help people use less, then it is not one that has to cost utility customers. The only way that happens is if the state you live in doesn’t adopt that type of compliance.

I beleive we should step back a long time and make sure the Clean Power Plan makes sense because EPA bungled the Colorado gold mine. First they underestimated the amount by 1/3 then they did not deal nor are they dealing effectively with the fate and transport of the persistant and bioaccumulative pollutants released. We should step back on all the regulations much like drilling permits in the Gulf were stopped for a long time to assess the BP well blow out.

The administrator of the EPA and the head of the company that broke the dam in the mine in Colorado should be fired and shamed where they cannot obtain another job.
The EPA agency should have to forfeit their budgets for the next five years as the above would happen to anyone in private industry that did the same in the mine. Take the BP GOM oil problem, the amount of oil that leaked out was a small amount compared to the size of the GOM. Look at what happened to BP for that action. It is about time that the population wake up and smell the roses, Government is not the solution to the problems but they are the problem.

Without banning the export of coal, imposing restrictions on Coal plants is nothing more than just making the tail pipe of the offending automobile longer. All of the coal that isn’t consumed in the US will be exported (and is being exported) to China – where it will not only be burned less efficiently – but it will also have a much larger carbon footprint from the transportation of the coal across the ocean. On top of that, the US is spending Billions of dollars to replace coal fired power generation with gas turbines and combined cycle plants. Yes, these plants are more efficient than conventional coal plants; however, methane is 20 to 30 times worse for global warming than CO2. There is a Cornell University study that looked at the ‘leakage’ of producing and transporting natural gas that is occurring and will continue to increase as a result of replacing ‘dirty coal’ with natural gas – the findings indicate that natural gas – when looked at holistically – is no better and may in fact be worse for the environment than coal fired power. If we ban the export of coal – which we should, if it is too dirty to burn here, it should be too dirty to burn outside of the US – the coal prices would drop domestically, and the savings could be used to invest in cleaner technologies for existing coal plants (CO2 scrubbing etc.). Unfortunately the US is addicted to low natural gas prices – and we pretend we are ‘saving the environment’ by switching to gas – when all that is really happening is that the overall carbon footprint is potentially getting larger, and the rate payer is paying higher rates for electricity. These billions spent on switching to gas should be spent on researching new technologies – such as large scale electrical storage, so that solar and wind can truly be answers to replace the base load generation. Until that time, solar and will will only be viable for peak shaving (at best). Clean Power Plan is incomplete – and like most things to come from the federal government – it appears to be created as a ‘compromise’ so that the capitalists who are on the winning side of the natural gas boom in this country will continue to reap financial rewards – meanwhile the environment is no better protected, and the rate payer foots the bill.
