Tier II Chemical Reporting Program

The aim of Tier II chemical reporting is to provide current and accurate information about hazardous chemicals and their health effects, and to ensure that the regulated community complies with state and federal community right-to-know laws.

Tier II Reporting Requirements

New Information Beginning January 1, 2017, all Tier II reports submitted to the TCEQ are recommended to include:

  • Customer Number (CN)
  • Regulated Entity Number (RN)
  • TXT2 Number

Tier II Training

New Information Training will be offered in January of 2017 and will cover state and federal Community Right-to-Know laws and reporting requirements. The 2016 Tier2 Submit software will also be covered. Classes are free and will be 3 to 4 hours in length. For more information and to register, go to our training page.

About the Tier II Program Transfer

Effective Sept. 1, 2015, Tier II Chemical Reporting Program moved to the TCEQ from the Department of State Health Services.

House Bill 942 was passed during the 84th Texas Legislature, Regular Session, and signed into law by the Governor. The bill requires the transfer of the duties authorized by Health and Safety Codes 505, 506, and 507 (Community Right-to-Know Acts or Tier II Program) from DSHS to the TCEQ.

Paying With ePay:

You can now pay your filing fee with a credit card or an ACH (electronic funds transfer) from your checking or savings account. Here's how:

1. Go to our ePay site.

2. Under Option 3, View List of Fees by Media, choose Other.

3. Input your Program Area ID, which is your TXT2 number that you used in your report.

Paying by Mail:

If you need to pay by check or money order, fill out the payment form and send it with your payment to the Cashier's Office address.
