Where can I see the text of the actual regulations?

The Government Publishing Office's (GPO) Federal Digital System (FDsys) provides online access to:

  • The Code of Federal Regulations (CFR) contains the text of public regulations issued by the agencies of the Federal government. The CFR does not include statutes enacted by Congress, decisions of the Federal courts, or treaties.
  • The United States Code contains statutes enacted by Congress.
  • The Federal Register contains proposed regulations and recently issued regulations that are not yet in the Code of Federal Regulations.

Regulations.gov is a source for U.S. government regulations and related documents. On this site you can find, read and comment on proposed rules.

If the Federal Register pages you are looking for are not available online, you will need to contact either the Office of the Federal Register at the National Archives and Records Administration (NARA), or the U.S. Government Printing Office (GPO), to inquire about ordering a copy of specific pages:
