The federal Regional Haze Rule was originally adopted in 1999 to ensure improved visibility in Class I air quality areas (generally national parks and wilderness areas) across the U.S., with the goal of attaining natural visibility conditions by 2064. The federal Regional Haze Rule requires the state to develop this report to determine if our regional haze state implementation plan (SIP), which was approved by EPA in 2012, is being implemented appropriately and whether reasonable visibility progress is being achieved. The DNR's draft report concludes that Wisconsin's approved haze SIP is adequate and that no further action is needed by the state at this time.

F and A Dairy operates a wastewater treatment plant treating wastes generated from their cheesemaking process. Discharge is to the groundwater of the St. Croix River drainage basin in Polk County via spray irrigation and sludge landspreading systems. Comments on the proposed permit requirements will be accepted at the hearing. Specifically, comments are welcomed on: parameter sampling and limitations; and, schedules of compliance. A question and answer period with department staff is scheduled prior to the hearing from 3-5 pm.
