Commercial delivery services
You may use any commercial delivery service to send your submission to us. However, one requirement for your filing to be considered filed when sent is that you must use a commercial delivery service that is a "designated private delivery service" under Internal Revenue Code § 7502(f). Starting in 2009, the list of designated delivery services for purposes of § 4000.26(b)(2) of PBGC's regulation on Filing, Issuance, Computation of Time, and Record Retention (29 CFR Part 4000) is as follows:
- DHL Express (DHL): DHL Same Day Service.
- Federal Express (FedEx): FedEx Priority Overnight, FedEx Standard Overnight, FedEx 2Day, FedEx International Priority, and FedEx International First.
- United Parcel Service (UPS): UPS Next Day Air, UPS Next Day Air Saver, UPS 2nd Day Air, UPS 2nd Day Air A.M., UPS Worldwide Express Plus, and UPS Worldwide Express.
