The Operations and Management (O&M) Division has oversight responsibility for all administrative functions of the Rural Development (RD) Agency, including administrative support for nearly 5,000 employees in over 500 offices across the country.  In many ways, O&M is the “backbone” of RD, as this division provides the critical resources needed to effectively carry out RD’s mission.  The Deputy Administrator for O&M (DAOM) manages the division and reports to the Deputy Under Secretary for O&M.  O&M’s administrative areas of oversight encompass the following:

  • Office of the Chief Information Officer (OCIO)
  • Human Resources Office
  • Procurement and Administrative Services (PAS) Division
  • Office of Outreach and Community Engagement (OCE)
  • Emergency Preparedness Program (EPP)
  • Cultural Transformation (CT) Office
  • Civil Rights Office (Note:  The Civil Rights Director reports to the Deputy Under Secretary for O&M, through the DAOM.)
  • Legislative and Public Affairs (LAPAS) (Note:  The LAPAS Director reports to the Office of the Under Secretary.)

O&M’s goal is to support RD’s mission by providing varied and reliable services that:

  1. improve the performance and efficiency of O&M’s internal customers – Rural Housing and Community Facilities Service, Rural Business and Cooperative Service, Rural Utilities Service, and state/field offices; and
  2. enhance external customers’ access to RD’s programs and services.  O&M employees play a critical role in the agency’s ability to fully serve rural America.
