p-8875-1Jason Stolworthy, J.D.

Jason Stolworthy is Idaho National Laboratory’s Technology Deployment director. INL’s TD Department works to deploy and transfer to the private sector hundreds of technologies that can benefit the public, ensuring that the public’s investments in research and development (R&D) achieve a maximum return for national economic benefit. Stolworthy worked at INL from 2004 to 2013, first as a technology transfer licensing executive and then as deputy director for technology deployment. He left INL to become director of Intellectual Property Management for the Qatar Foundation, establishing Qatar’s first intellectual property management and technology transfer office. It now manages more than 360 inventions, more than 300 patents, and helps more than 600 inventors advance their ideas. He returned to INL in 2016. He is a registered patent attorney and holds bachelor’s degrees from Idaho State University in chemistry and biochemistry, a master’s degree from University of Idaho in chemical engineering, and a Juris Doctor from University of Idaho College of Law.

kaczorMark A. Kaczor, J.D.

Mark A. Kaczor is Idaho National Laboratory’s senior commercialization lead and manager for the National & Homeland Security Directorate. He is responsible for special commercialization activities, patenting, and licensing. Some recent accomplishments include coordinating the INL effort to obtain research support from the DOE Technology Commercialization Fund (TCF), with nine winning proposals in FY-16 leveraging $2.34 million in funding, securing Innovation Development Funds to support an effort to integrate the WSComm wireless waveform into the 3GPP-5G mobile telephone communications standard – a first-of-its-kind activity within the U.S. Department of Energy’s national laboratory system – and helping to rebuild the Technology Deployment Department during his 16 months as acting director by establishing the position of senior software licensing manager to create a vibrant software creation environment with open source software use and deployment, and filling several key positions with highly qualified personnel such as the market research and business intelligence position. Kaczor earned his Juris Doctor degree from Western New England College School of Law, is a licensed attorney in New York state, is a Licensing Executives Society (LES) Certified Licensing Professional (CLP), holds a bachelor’s degree from the University of Notre Dame, and has past qualifications as a nuclear plant licensed senior reactor operator (SRO) and a certified radiation protection technician by the National Registry of Radiation Protection Technologists (NRRPT).

Paul Berg is Idaho National Laboratory’s senior research and development software licensing manager. In this position, he drives the software release strategy for the lab. Before coming to INL in 2016, he was a senior open source and software engineer at Amazon.com, helping lead the team that designed the logistics strategies and algorithms for Amazon’s shipping and delivery systems, and design and drive Amazon’s Open Source strategy. As a senior software development engineer at Microsoft, he was in charge of pioneering the Office Genuine Advantage system, which directly resulted in more than $1 billion in new sales in its first year, as well as collaborating on Windows and SQL Server development. He has led or collaborated on projects that have resulted in 16 patents. He worked extensively with merger and acquisition diligence in the technology field and is particularly interested in artificial intelligence research, programming language theory and intellectual property strategy.

Ryan Bills is senior commercialization manager of Idaho National Laboratory’s Technology Deployment Team supporting the Energy & Environment Science and Technology Directorate. He manages the EES&T intellectual property portfolio, which includes technologies ranging from radiation decontamination and water treatment processes to battery materials and renewable energy technologies. He is responsible for working with inventors to determine commercial viability of new EES&T discoveries and for licensing the patents and copyrights that result. He also manages relationships with existing licensing partners and supports EES&T staff in developing proposals to use licensing royalty funds for technology maturation. Before joining INL, he spent more than 12 years in the semiconductor industry in various capacities, including process engineering, supplier quality, supply chain contracting, and capital equipment procurement. He holds a bachelor’s degree in chemical engineering from University of Idaho and an MBA from Idaho State University.

Stephanie Cook is Idaho National Laboratory’s manager of Technology Based Economic Development and Technical Assistance Programs. She is responsible for developing partnerships with local, regional, state and national groups to stimulate partnerships and cooperation between the lab and the technology business sector. Before coming to INL in 2011, she was part of a $20 million health care company focused on reusable surgical gowns and instrumentation. Her enterprise-building experiences have supported companies with sales ranging from $10 million to more than $8 billion in the private, public and government sectors. She earned her bachelor’s degree in business and accounting from Michigan State University. She serves on the board of directors of seven Idaho economic development organizations, and participates in two national economic development organizations representing INL.

Arthur L. Baker is senior commercialization manager of Idaho National Laboratory’s Technology Deployment Team supporting the Nuclear Science & Technology Directorate. He provides intellectual property strategy support to INL scientists, deploys lab-developed technology through the licensing of innovative technology and software, and provides support to both internal and external entrepreneurs as they spin out early-stage laboratory technologies into startup ventures. He engages with local and regional economic development organizations to promote economic growth through commercialization of lab technologies. Before joining INL in 2016, he was technology director of Halliburton Completion Tools Singapore and served on the board of directors of Halliburton Switzerland GMBH, providing leadership and strategy for the management of Halliburton’s global intellectual property portfolio. He holds bachelor’s degrees from University of Michigan-Ann Arbor in mechanical engineering and materials science; a master’s in materials science and an MBA from University of Michigan-Ann Arbor; and a Juris Doctor degree from Wayne State University. He is studying for a master’s in nuclear engineering at Idaho State University and for a master’s in energy regulation and law at Vermont Law School.
