The Bureau of Educational and Cultural Affairs (ECA) at the U.S. Department of State offers exchange programs for U.S. and non-U.S. citizens, including several exhange programs specifically for high school students. Semester at Sea
Semester at Sea is a global comparative education abroad program. Students travel to multiple countries in a single voyage, and learn about the history, culture and politics of each host country. They also discuss the issues that are most pressing for inhabitants of each country they visit. Semester at Sea emphasizes meaningful engagement in the global community, comparative academic examination, and hands-on field experiences. Students on each voyage, who come from 250-300 colleges in the United States and around the world, are encouraged to think as global citizens.
