Message from the Superintendent
Let me say upfront that it is both a pleasure and an honor to be here as the Superintendent of the Emergency Management Institute. My foray into emergency management/disaster response academia began in the 1970s when I was a lead instructor at the United States Marine Corps’ Defense Projects School in Iwakuni, Japan. Since then I have been involved in one capacity or another in the education and training of responders and practitioners in the United States and around the world.
In early 2003, I joined FEMA as a member of the Federal Coordinating Officer (FCO) cadre. I managed disasters of all types from floods to hurricanes to tornados and beyond, and I have served to support the governors and the governors’ staffs in many states to include Texas, New Mexico, Alabama, North Dakota, South Dakota, Montana, Washington, Illinois, to name a few.
In 2009 I delved into the "art of recovery" when I was asked by the DHS Secretary and FEMA Administrator to help reinvigorate the pace of recovery in Louisiana following the aftermath of Hurricanes Katrina, Rita, Gustav, and Ike. Later that same year I was appointed as the FEMA Administrator from Region 6 providing direct service and support for 5 states: Texas, Oklahoma, New Mexico, Arkansas and Louisiana.
My formal educational background include Bachelor of Arts in Political Science from the University of New Mexico, Masters of Arts in Management and Masters of Business Administration (MBA) both from National University, and Masters of Arts in Homeland Security Studies from the Naval Post Graduate School. I also retain and maintain a Certified Emergency Manager (CEM) designation.
I look forward to both the opportunities and challenges of working at the emergency management community’s flagship institution for training and educating emergency managers at all levels and from all jurisdictions in keeping with the highest traditions of the Federal Emergency Management Agency.
