Women Preventing Violent Extremism

The Women Preventing Violent Extremism Thought for Action Kit is intended to engage discussions on key issues related to the role of women and preventing violent extremism (PVE). This document is for policy makers, practitioners and academics who are interested in understanding “why gender matters” in preventing violent extremism. We think of it as a thought kit more than a tool kit, that is— a collection of experts’ essays and practical exercises designed to help guide local activists and practitioners to engage in reflection and dialogue on violent extremism. In addition, we hope to bring greater awareness to the diverse set of experiences that women and women’s organizations are dealing with violent extremist ideologies.

United Nations Security Council Resolution (UNSCR) 1325 (2000) was groundbreaking in that it provided strong support for greater attention to the role of women in international peace and security. It acknowledges the inordinate impact of violent conflict on women and recognizes that women’s empowerment and gender equality are critical to international peace and security. The UN Security Council fully recognizes the critical link between the Women, Peace and Security agenda as laid out in UNSCR 1325 and the role women could and should play in preventing violent extremism.

Toward a Rule of Law Culture (French)

Le présent guide est le résultat de deux années de partenariat entre l’USIP et le ministère américain des affaires étrangères. Pendant ces deux années, l’USIP a conçu, développé et piloté un cours de base sur l’état de droit pour l’Institut International pour la Justice et l’Etat de Droit. Les quatre cours pilotes ont été dispensé entre novembre 2014 et juillet 2015 à des personnels des services juridique, pénal, de la police, judiciaire et de la société civile de classe intermédiaire et de rangs supérieurs. Les cours étaient essentiellement centrés sur les pays en voie de transition ; toutefois, les messages centraux dans ce guide sont applicables à tous les contextes, et les exemples concrets apportés proviennent des leçons tirées des six continents.

A partir des résultats d’une évaluation de grande ampleur sur les besoins, de la contribution d’un groupe consultatif d’experts régionaux, et un retour de la part des participants aux cours pilotes, l’auteur a revu le contenu et la structure du guide pour produire la présente version.

Toward a Rule of Law Culture

This guide is the product of a two-year partnership between USIP and the U.S. Department of State’s Bureau for Counterterrorism, during which USIP designed, developed and piloted a foundation rule of law course for the International Institute for Justice and the Rule of Law. The four 5-day pilot courses were delivered between November 2014 and July 2015 to mid- and senior-level legal, penal, police, judicial and civil society personnel from fifteen countries across Africa and the Middle East. The courses primarily focused on countries in transition; however, the core messages in this guide are applicable across all contexts, and the practical examples provided draw on lessons from six continents.

Drawing on the findings of an extensive needs assessment, input from a regional experts advisory group, and feedback from the pilot course participants and supporting expert resource persons, the author revised the content and structure of the guide to produce the current version.

We also wish to provide you with guidance and materials about the complex nature of peacebuilding. We have created this toolkit and dedicated a section on our Global Peacebuilding Center website to providing materials and lessons for middle school and high school students, interactive exercises, and a discussion forum where you can gain input on the difficult questions that arise in your classroom.

The last troops are leaving Iraq and the U.S. has begun to see the light at the end of the tunnel in Afghanistan as NATO begins to transfer the bulk security responsibility to the Afghan government in 2014.
