Find a mine’s history of key health and safety violations
Over the years, MSHA has studied its data to determine the common causes of injuries, illnesses, and fatalities. It is evident that the violations of a small number of health and safety standards are responsible for the majority of fatalities and serious injuries and illnesses. MSHA has focused enforcement efforts on these key standards through a series of initiatives. The following online tools will allow anyone to monitor a mine’s compliance with these critical standards. The tools search MSHA’s database for a mine’s recent history of citations and orders in the following four groupings:
Significant and Substantial (S&S) Rate Calculator
An S&S designation indicates that the underlying safety or health hazard is likely to result in a serious injury or illness. This tool shows the rate of S&S citations and orders per 100 inspection hours during a certain time period.
Monthly Monitoring Tool for Pattern of Violations (POV)
Mine operators can determine whether a mine may be subject to a POV notice by using this online tool. The tool provides a comparison of a mine's enforcement and injury data against the four POV screening criteria.
Rules to Live By Calculator
This tool shows a mine's violation rate for the 49 standards most often associated with fatal mining accidents, as identified in MSHA's Rules to Live By initiative. The standards cover underground and surface mines of all types.
Key Underground Coal Standards (Part 75) Calculator
This tool calculates a mine's violation rate for 9 key health and safety standards for underground coal mines, as identified in MSHA’s Part 75 Exam Rule requiring examinations and recordkeeping by mine operators. The standards address ventilation, methane, roof control, combustible materials, rock dust, guarding, and other safeguards.

MSHA Datasets
MSHA provides text delimited data sets as part of the Open Government Initiative. Datasets cover a wide array of topics including accident and injury data, air sampling data, employment data, and many others.
Part 50 Data
Part 50 of Title 30 of the Code of Federal Regulation (30 CFR Part 50) requires mine operators to immediately notify MSHA of accidents, requires operators to investigate accidents, and restricts disturbance of accident related areas. This part also requires operators to file reports with MSHA pertaining to accidents, occupational injuries and occupational illnesses, as well as employment and coal production data. The National Institute for Occupational Safety and Health (NIOSH) has converted the data collected under 30 CFR Part 50 into SPSS and dBase IV file formats for ease of use in these two popular programs.
