PHMSA Solicits Public Input on Proposed Requirements for ID Numbers on Cargo Tanks Transporting Petroleum-Based Fuels. The Pipeline and Hazardous Materials Safety Administration (PHMSA) today published an Advance Notice of Proposed Rule Making (ANPRM) that solicits public comment on petitions for rulemaking related to the marking of ID numbers on cargo tanks transporting petroleum distillate fuels. This ANPRM is being published in response to the Protecting our Infrastructure of Pipelines and Enhancing Safety (PIPES) Act of 2016, which requires PHMSA to publish an ANPRM to address a petition for rulemaking related to the marking of identification numbers on cargo tanks.
