Commonwealth agencies or other public entities that conduct procurements need to learn the necessary regulations, policies, and procedures to ensure fairness in the bid process. The Best Value Procurement Handbook sets forth the policy requirements and best practices established pursuant to the Commonwealth of Massachusetts’ procurement regulation, 801 CMR 21.00, Procurement of Commodities and Services, including Human and Social Services. This Handbook provides comprehensive guidance to Departments on competitive procurement, purchasing and contract management requirements for goods and services, including use of the Operational Services Division’s (OSD) COMMBUYS Market Center. 

COMMBUYS is the Commonwealth’s state-of-the-art electronic Market Center supporting online commerce between government purchasers and business. The Resource Center offers buyers and vendors access to webcasts, job aids, terminology, forms, policy, and more.

The Operational Services Division offers free training classes to both the buyer and vendor community in order to increase the knowledge base of those involved in the purchasing and procurement of goods and services, including COMMBUYS Market Center.
