The CERCLA Waste Disposal Alternatives are evaluated based on Threshold, Balancing, and Modifying Criteria. Threshold Criteria assess protection of people and the environment and compliance with regulations. Balancing Criteria look at implementation, short and long-term effectiveness, risk reduction, and cost. Modifying Criteria evaluate state and community acceptance in the Proposed Plan where formal public comments are considered.
