The Under Secretary for Personnel and Readiness is the principal staff assistant and advisor to the Secretary and Deputy Secretary of Defense for Total Force Management as it relates to readiness; National Guard and Reserve component affairs; health affairs; training; and personnel requirements and management, including equal opportunity, morale, welfare, recreation, and quality of life matters.
The Deputy Under Secretary of Defense for Personnel and Readiness is delegated full power and authority to act for the USD (P&R) and exercise the powers of the USD(P&R) on any and all matters that the USD (P&R) is authorized to act, except in those areas where delegation of the USD(P&R) authority is otherwise restricted by higher authority or prohibited by law.
The Executive Director assists the Under Secretary and the Principal Deputy in the oversight of the Personnel and Readiness enterprise, as well as managing the day-to-day operations of the Office of the USD (P&R).
Performing the duties of Assistant Secretary of Defense (Manpower and Reserve Affairs). Serves as the principal advisor to the Secretary of Defense and the Under Secretary of Defense (Personnel and Readiness) on all matters relating to Civilian and Military Personnel Policies, Reserve Integration, Military Community and Family Policy and Total Force Planning and Requirements. Additionally, exercises day-to-day supervision of the Department of Defense Education Activity and the Defense Commissary Agency and provides oversight of the Armed Forces Retirement Homes.
