Board Members
The Board consists of seven members appointed by the Governor, with the advice and consent of the Senate. Members serve at the pleasure of the Governor. Terms are four years.
Members must be citizens of the United States, residents of the state of Idaho, and qualified voters. Appointments must assure appropriate geographic representation of the state of Idaho. No more than four members may be from any one political party. Two members are chosen for knowledge and interest in solid waste; two for knowledge of and interest in air quality; two for knowledge of and interest in water quality; and finally, one for knowledge of and interest in air, water, and solid waste issues.
Officers
Each year, the Board elects a chair, vice chair, and secretary. Five members are necessary for a quorum at any regular or special meeting. The action of the majority of members present constitutes the action of the Board.
Compensation
Members are paid for their travel and other expenses, plus $50 per day during session and while traveling to and from meetings as provided by Idaho Code §59-509(h).

Kevin Boling is president of The Boling Company, a forestland investment firm dedicated to helping people and organizations buy, sell, trade, and manage timberlands in the Northwest. He graduated from the University of Idaho with a degree in forest resource management and has over 30 years of experience in forestry, management, and land sales. His career includes serving as logging supervisor for Potlatch in St. Maries, Vice President of Manufacturing for Webster Industries in Bangor, Wisconsin, manager of Forest Capital Partners (FCP) where he oversaw the company’s first timberland purchase, as well as the acquisitions and management of LP's 35,000 acres of northern Idaho timberlands and Boise Cascade’s 1.3 million acres of western timberlands. Beth Elroy is the Facilities Engineering and Construction Manager at Micron Technology in Boise. Her background encompasses extensive and diverse experience as an engineer and environmental manager. She was also appointed by the Governor to serve on the Treasure Valley Air Quality Council and by her peers as the environmental chairperson for the Idaho Association of Commerce and Industry. She earned a B.S. in Mathematics from the College of Idaho and an M.S. in Environmental Engineering from Idaho State University. Kermit Kiebert is president of Bio-Clear Systems, a private community and sewer system serving commercial and residential properties in Bonner County, and president of Natural Resource Services Inc., a consulting firm specializing in logging, road building, construction, excavation, silva cultural management, and specialty wood production. His career includes service as District 1 Idaho State Senator, director of the Idaho Department of Transportation, and a teacher and principal for the Bonner County School District. Mr. Kiebert graduated from the University of Idaho with a Bachelor of Science in education and completed graduate studies in natural history. He has an extensive history of public service including the Bonner County Historical Society and the National Heritage Trust Advisory Board. John McCreedy is president and chief executive officer for The Amalgamated Sugar Company LLC. He graduated from the University of Idaho, College of Law in 1987; served as a Deputy Attorney General for Idaho from 1988 to 1992; and was in the private practice of law from 1992 to 2004, when he joined Amalgamated. Nick Purdy owns and operates Picabo Livestock Company, Purdy Enterprises, and the Silver Creek Convenience Store in Picabo, Idaho. Mr. Purdy is a member and past director of the Idaho Cattleman's Association, and is a past member of the Board of Directors of the Idaho Nature Conservancy. A division of his company, Feedlot Environmental Systems, has developed a system to control dust, cool cattle and control flies and odor that has been installed in cattle feedlots all over the West and Mid-West. Randy MacMillan is Vice-president of Research and Environmental Affairs for Clear Springs Foods Inc. in Buhl, Idaho. Dr. MacMillan received his Doctor of Philosophy from the University of Washington, and Master of Science from Michigan State University. He worked as a research biologist for the U.S. Fish & Wildlife Service and has served as Chairman of the Upper Snake Basin Advisory Group. Carol Mascareñas is the Safety and Health Director for the Idaho National Laboratory.
