In July of last year, President Obama released Presidential Policy Directive/ PPD-41, United States Cyber Incident Coordination, establishing clear principles that will govern the Federal government's actions in responding to significant cyber incidents. I am pleased to announce today’s on-schedule release of this plan, which will help DHS and the federal government improve our ability to manage cyber incidents.

Today the Department of Homeland Security and the Secret Service filed an agreement that will, when approved by the Court, settle a decades-old class action lawsuit alleging race discrimination by the Secret Service in its promotion process.

In 2016, Congress answered our call for federal grants, awarded and administered by the Department of Homeland Security, to support local efforts to counter violent extremism. Today, I am pleased to announce the first round of awards of these grants.

The United States is revoking the so-called “wet-foot/dry-foot” policy for Cuban migrants that has been in place since the mid-1990s. Effective immediately, Cuban nationals who attempt to illegally enter the United States will be subject to removal, consistent with our enforcement priorities.
