Ethics Office
The NIEHS Ethics Office provides a variety of functions and services to the NIEHS community including oversight of the NIEHS bioethics program. Specifically, the Ethics Office:
- Provides guidance on all conflict of interest issues for employees and the advisory committees that serve NIEHS and the National Toxicology Program (“NTP”);
- Administers the filing and certifies public and confidential disclosure of interest statements;
- Manages the filing and approval process for outside activities, scientific protocols, sponsored travel, awards, honorary degrees, and widely attended gatherings;
- Responds to inquiries relative to conflict of interests, acceptable gifts, and post-employment restrictions;
- Coordinates the NIEHS ethics and bio-ethics training programs; and
- Serves as a liaison to the NIH Ethics Office and the HHS Office of General Counsel.

Delivery Instructions
Bruce A. Androphy, Esq., is the Director of the NIEHS Ethics Office and, as such, serves as the Institute’s Deputy Ethics Counselor. He is an attorney admitted to practice in New York, Pennsylvania and Tennessee. Prior to joining NIEHS, he served as the first executive director of the newly created Tennessee Ethics Commission from 2006 – 2009. Previously, he was with the New York State Ethics Commission for 18 years, serving as its General Counsel for the last five years. While in New York, he was involved with many ethical issues involving research scientists and faculty members. He is a frequent speaker on "Conflicts of Interest in Higher Education" and is an active member and speaker with the Council of Government Ethics Laws ("COGEL"). He received his undergraduate degree from the University of Pennsylvania, and his law degree from the National Law Center of George Washington University.
