CQM and QCS Training For Contractors

         Construction Quality Management (CQM) & Quality Control System (QCS) Training for Contractors

The Tulsa District, U.S. Army Corps of Engineers (USACE) in association with the Associated Builders and Contractors (ABC), and Associated General Contractors (AGC) offers the 1.5-day CQM Class 6 times in 2017 as indicated below.  There is a 1-day Quality Control System (QCS)/RMS 3.0 for Contractors class that follows each CQM class the following day. 

The mutual goal of the Contractor and the Government is to achieve a quality product, executed safely, on time, and within budget. Quality management succeeds through a partnership between the Contractor and the Government. The Contractor is responsible for the daily Quality Control (QC) of the work, while the Government through Quality Assurance (QA) ensures that the Contractor's Quality Control program is working effectively.

Effective CQM supports worker pride, results in favorable recognition, and has the potential to increase the Contractor's profit margin.

The CQM course offers prospective QC Managers/ Administrators the opportunity to satisfy the CQM training requirements specified in most USACE and NAVFAC construction contracts. This course must be taken and the final test must be passed by any person aspiring to be the QC Manager, or alternate. The course must be taken within 45 calendar days of the award of a construction contract. The Contractors Quality Control (CQC) requirements and the Governments Quality Assurance (QA) roles are reviewed. A course certificate will be awarded to those who satisfactory complete the training and pass the final exam. The certificate is valid for a five year period from the date of the class.

The Contractors will be given at the beginning of the class a CD with the Student Manual Guide.  The Contractors should bring a 1-inch binder to hold class material and a laptop with a CD drive.

The first day of class will start at 9 a.m. in Room 465, and will end the second day around 2 p.m. hours.  

Currently, there is no cost for the CQM class; nor the QCS class.  In the future there will be a fee of $250.00 for the CQM class and $100 for the QCS/RMS 3.0 for Contractors.  

The QCS course offers the QC Manager hands-on training with the QCS, or RMS 3.0 for Contractors  starting in March 2017.  The QC Manager will utilize the software on-site to administer the construction and will help ensure a quality product.  The course will show the Contractor what data is required, how QCS, or RMS 3.0 for Contractors, interface with the Government’s RMS program.  The QCS/RMS 3.0 for Contractors class will start at 9 a.m. in room 465 on the third day of training.       

At this time any person that needs to re-certify must attend a formal CQM class.  The website to re-certify is not operational.

To register for a CQM, QCS, or both, you must complete a Participation form and email to Barry L. Pyles, Construction Branch, Tele. No. 918-669-7039, at barry.pyles@usace.army.mil.  Please indicate on the Participation form whether the student will attend the CQM class, QCS/RMS 3.0 for Contractors, or both.
