This page lists the FY 2017 funding amounts requested, authorized, and appropriated for each element of the nation's GPS program.

Each line item below provides external links to original source documents, including bills, report language, and agency budget justifications submitted to Congress.

This page highlights legislative provisions in the funding bills for information only. The executive branch does not endorse any pending legislation except where explicitly noted.

Federal agencies are currently operating under a continuing resolution (H.R. 2028) that temporarily funds the government at FY 2016 levels until April 28, 2017.

Defense Appropriations

BILL

President Obama requested a total of $847.4 million for the Air Force GPS program in FY 2017. View PDF (9 MB)

This total excludes $13.171M requested for the GPS IIF program, which requires FY 2017 funding for on-orbit support and contract closeout. View PDF (3.5 MB)

Bill Status

• On September 6, the full Senate failed to pass H.R. 5293 as a vehicle for S. 3000.
• On June 14, the White House issued a statement that, "If the President were presented with H.R. 5293, the President's senior advisors would recommend that he veto the bill" View PDF

• The Senate report includes this note regarding the cut to GPS III: "Reduce Duplication: Funding enterprise and unique ground system" (see table for source).
• Pages 172-173 of the Senate report discuss the OCX program. The report recommends cutting $259.830 million to terminate OCX Blocks 1 and 2 and adding $30 million for enhancements to the OCS ground system. View PDF (800 KB)
• The Senate report includes this note regarding the cut to MGUE: "Restoring acquisition accountability: Unjustified cost growth" (see table for source).

• Page 248 of the House draft report includes text on "Improved Global Positioning System Receivers" that recommends reductions in "funds to integrate improved military global positioning system (GPS) receivers with various Air Force weapon systems and munitions." The text refers to the following RDT&E line items, which were cut by a total of $48.8 million: Hard and Deeply Buried Target Defeat System, Electronic Warfare Development, Small Diameter Bomb, B-1B Squadrons, F-22 Squadrons, and JASSM. Transportation Appropriations

BILL

The President's budget request for FY 2017 includes funds for the Department of Transportation to support designated civil elements of the Air Force GPS program, along with civil GPS augmentations and related activities.

In a change from prior years, DOT requested civil funding for the GPS program through the Office of the Secretary instead of through the FAA. Also, the request does not include funds for the Nationwide Differential GPS (NDGPS) program in FY 2017.

• (†) Pages 35-36 of the Senate report recommend full funding for WAAS GEO Satellite Leases (and its parent account, ADS-B) but state, "The Committee recommendation rejects the request to create a new Activity 6 and instead provides ADS–B resources for both activities within Activity 2." WAAS Program Guidance

• Page 36 of the Senate report "directs the FAA to begin algorithm development in support of dual frequency GPS. As part of that effort, the Committee recommends that the FAA dedicate sufficient funding for definition, modelling, and prototyping in collaboration with the FAA systems engineering team as well as the original WAAS algorithm developer." Defense Authorization

LAW

On December 23, 2016, President Obama signed the National Defense Authorization Act for Fiscal Year 2017. The act includes policy and funding guidance for the GPS program. It does not expend funds from the U.S. Treasury.

Next Generation Operational Control System (OCX)

Foreign PNT Systems

• Section 1608, titled "Prohibition on Use of Certain Non-Allied Positioning, Navigation, and Timing Systems," would prohibit DOD from using Beidou or Glonass. The provision includes a waiver process and a reporting requirement. It originated in the House bill. View at congress.gov

Backup and Complementary PNT

• Section 1618 provides direction on "Backup and Complementary Positioning, Navigation, and Timing Capabilities of Global Positioning System." The section includes a reporting requirement. It originated in the House bill. View at congress.gov

Harmful Interference

• Section 1698, titled "Harmful Interference to Department of Defense Global Positioning System," would add new "Federal Communications Commission Conditions on Commercial Terrestrial Operations" in the radio bands adjacent to GPS. It would also require a quarterly "Secretary of Defense Review of Harmful Interference" and repeal a similar requirement enacted in 2011. The provision originated in the House. View at congress.gov

• On May 16, 2016, the White House issued a statement that, "If the President were presented with H.R. 4909, his senior advisors would recommend he veto the bill." View PDF
• On June 7, 2016, the White House issued a statement that, "If the President were presented with S. 2943, his senior advisors would recommend he veto the bill." It goes on to state that, "The Administration strongly objects to section 1610, which would withhold FY 2017 OCX funding until a Nunn-McCurdy certification is complete." View PDF
