Civilian Leader Development Program

The Army Civilian Education System (CES) provides leader development opportunities for Army civilians from entry through senior level. CES includes DL and resident courses for all Army civilians as they progress through their career. All of the DL is available to civilians for self development . The program is centrally funded by HQDA and the training is developed and conducted by TRADOC.

REQUIRED CES TRAINING


The Foundation Course (FC) is required for all interns, team leaders, supervisors and managers hired after 30 September 2006.

The Action Officer Development Course (AODC) is required for all interns before completing the intern program.

The Supervisor Development Course (SDC) is required for all supervisors and managers of Army civilians.

The Basic Course (BC) is required for team leaders, supervisors and managers.

The Intermediate Course (IC) is required for all supervisors and managers.

The Advanced Course (AC) is required for supervisors and managers at the GS-13, GS-15 or equivalent pay band level.


CIVILIAN EDUCATION SYSTEM COURSES


The Foundation Course (FC) is the first in a series of courses provided to prepare the Army Civilian Corp to build their careers and become Army leaders. The course provides a foundation in leader principles, Army doctrine, team building, group dynamics, effective communication, values and administrative requirements expected of Army civilians. The course is available through distributed learning and is required for all interns, team leaders, supervisors and managers hired after 30 September 2006. Interns are required to complete the course before completion of their intern program. The FC is available to all of the Army Civilian Corps for self-development.

The Action Officer Development Course (AODC) is a web-based course with a focus on staff work-practices in the Army, organization and management, solving problems, making decisions, communications, writing to the Army standard, conducting briefings and ethics. The Supervisory Development Course (SDC) is a web-based course with a focus on leading, managing and human resource functions. This course is required for all newly appointed civilian supervisors within six months of appointment/assignment to their first supervisory position. Military personnel who supervise civilian employees are also required to complete this course within six months but no later than 12 months after their assignment to a position where they are required to supervise civilians. The Basic Course (BC) focus is on leading; managing human and financial resources; implementing change; directing program management and systems integration; displaying flexibility, resilience, and focus on mission. BC is conducted through blended learning, DL and two weeks resident training. Resident training is taken after successful completion of the DL and takes place in a university setting encompassing a classroom environment and small group seminars. The BC is required for all Army civilians newly assigned to a permanent appointment as a team leader, supervisor or manager. The BC completion is required within the first year of assignment to meet the supervisory probationary period requirement. The Intermediate Course (IC) is conducted through blended learning, DL and three weeks resident training. The IC focus is on civilians in supervisory or managerial positions and competencies that prepare them to be more agile, innovative, self-aware, and prepared to effectively lead and care for personnel and manage assigned resources. Instruction and developmental exercises focus on mission planning, team building, establishing command climate, and stewardship of resources. IC is conducted through blended learning, DL and three weeks resident training. Resident training is taken after successful completion of the DL and takes place in a university setting encompassing a classroom environment and small group seminars. IC is required for Army civilians in permanent appointment to a supervisory or managerial position. IC completion is required within two years from placement in supervisory position. The Manager Development Course (MDC) is a web-based course with focus on managing, leading and humans resources management. The lessons provide information on organizational culture, time management, problem solving, decision making, planning and programming the budget, manpower management and professional ethics. MDC is available as self development for all Army employees and is recommended for all supervisors and managers before attending the Advanced Course. Advanced Course (AC) focus is on competencies required for leading a complex organization in support of national security and defense strategies, integrating Army and Joint systems in support of the Joint Force, inspiring vision and creativity, implementing change and managing programs. AC is conducted through blended learning, Dl and four weeks resident training. Resident training is taken after successful completion of the Dl and takes place in a university setting encompassing a classroom environment and small group seminars. AC is required for Army civilians in a permanent appointment to a supervisory or managerial position at the GS13 and above level or equivalent pay band. AC completion is required within two years of placement in a supervisory position. Continuing Education for Senior Leaders (CESL) is a continuing education sustainment program to bring senior civilian together to discuss current and relevant issues facing the Army. The program intent is for leaders to return to the program continuously every three years to refresh and update on current Army initiatives. CESL is conducted through blended learning, DL and four and a half days resident training. The course structure is a combination of guest speakers and interactive exercises on subjects like National Security Personnel Challenges, Strategic Thinking, Knowledge Management, and Cultural Well Being. Panels consisting of commanders and NCOs who recently returned from theater provide a personal perspective on events in Iraq and Afghanistan. Updates on Army initiatives like ARFORGEN and Information Engagement are included in the program. CESL is available to Army civilians in permanent appointment at the GS14/15 level or equivalent pay band. AC completion or equivalency is required to attend CESL. Senior Service College (SSC), SSC is at the apex of the Army civilian education system and prepares Army civilians for positions of responsibility in the Department of Defense. SSC provides advanced level educational opportunities for leaders who require an understanding of complex policy and operational challenges and increased knowledge of the national security mission. Attendance is a competitive process and selections are made by a HQDA Secretariat Board. Army civilians graduating from SSC are centrally placed in a position of greater responsibility to an assignment or organization where they can apply the advanced education they have received. SSC is available to Army civilians at the GS14/15 level or equivalent pay band who have three years in a permanent Army appointment and have AC completion or equivalency. Link to

Defense Senior Leader Development Program (DSLDP) is the premiere executive development program for senior defense civilians and a key component of the DoD succession planning strategy. DSLDP provides joint leadership academic experience through: senior-level professional military education; Defense-unique leadership seminars from an enterprise-wide perspective; and opportunities for individual development based on the participant's Individual Development Plan. Prime candidates for DSLDP will have demonstrated the competence, confidence, and motivation to be a bold and innovative leader; have an outstanding performance record and have been promoted ahead of his/her peers; a wide-ranging history of experience leading to increased responsibility and broad perspectives; and a commitment to public service and the passion to lead, inspire, and produce results for DoD. Army civilians upon graduating from SSC are centrally placed in a position of greater responsibility to an assignment or organization where they can apply the advanced education they have received. DSLDP is available to Army civilians at the GS14/15 level or equivalent pay band who have three years in a permanent Army appointment and have AC completion or equivalency.
