The 2002 Federal Employee Anti-discrimination and Retaliation Act (also called the "No FEAR" Act) requires agencies of the U.S. Government to publish statistical reports describing in detail the number and nature of discrimination complaints filed against them, and how agencies are working to resolve them. Office of Special Counsel

The Office of Special Counsel (OSC) is an independent federal investigative and prosecutorial agency. Their basic authorities come from four federal statutes: the Civil Service Reform Act, the Whistleblower Protection Act, the Hatch Act, and the Uniformed Services Employment & Reemployment Rights Act (USERRA).
