Office History:
Created in 2005, the Contingency Response Field Office (CRFO) develops and maintains the capability to deploy trained and equipped personnel in support of validated missions, based on the specific requirements determined by the NCIS Board of Directors and NCIS Headquarters.
Mission Overview:
These missions normally involve deploying Special Agents to OCONUS theaters of operation where Department of Navy (DON) interests are involved. The deployed Special Agents are trained to conduct and support criminal investigations and operations, participate in International Contract Corruption Task Forces (ICCTF) in Afghanistan, Kuwait and the Horn of Africa (HOA), the Special Operations Command Task Force mission in Afghanistan, and the Joint Field Office Afghanistan (JFOA). The Special Agents also conduct protective service operations as well as working counterterrorism and counterintelligence operations in joint environments, such as with the Joint Counterintelligence Unit (JCIU) in Afghanistan.
Training:
To meet these responsibilities, CRFO SAs continually receive professional training at the Joint Counterintelligence Training Academy, the Federal Law Enforcement Training Center and other DoD agencies to prepare them for providing support to Counterintelligence (CI) Collections and Operations, Criminal Investigations and Operations, and Sensitive Site Exploitation (SSE). Additionally, CRFO is comprised of multiple teams who are equipped and prepared to respond to contingency, expeditionary and humanitarian support operations, e.g., Operation Unified Response following the earthquake disaster in Haiti.
Since its inception, CRFO has supported 1,439 deployed missions in Iraq, Afghanistan, the Horn of Africa, Kuwait, and Guantanamo Bay, and for Counter-Piracy operations.
Territory Overview:
CRFO has Special Agents assigned to various locations. Half of the Special Agents live in Southern Georgia and work aboard the Federal Law Enforcement Training Center (FLETC). The remaining Special Agents, located in other field offices throughout the U.S, function as CRFO Virtual Agents. CRFO’s Virtual Agent Program has given NCIS the flexibility (and cost-saving opportunity) to allow Agents to perform duties in another field office and still complete their deployment responsibilities. This is a win-win for the "hosting" office as the SA is able to work investigations and operations for approximately eight months of the year when not deployed.
Over the past few years, CRFO deployments and personnel staffing have adjusted with the shift in national defense strategies. These changes reflect NCIS’ continuing commitment to carefully synchronizing its support with Marine Corps and Navy operational requirements as well as supporting joint missions. CRFO remains ever responsive to ensuring that personnel with the right skill sets are in the right places to support the Navy and Marine Corps, Unified Combatant Commands, and joint commanders in non-permissive environments.
