Office Overview: The MEFO maintains a counter-terrorism focus with the majority of assigned Special Agents and Intelligence Operations Specialists (IOS) leveraging their talents in pursuit of detecting, deterring, and neutralizing terrorist threats in the AOR. The NCIS Threat Mitigation Unit (TMU), comprised of Masters-at-Arms and Special Agents, is an exclusive force protection resource in Bahrain offering critical community atmospherics for senior NAVCENT leaders. Given the significant amount of international operations within the area, the MEFO employs a robust counterintelligence capability to protect Department of the Navy and Department of Defense interests against aggressive foreign intelligence services. The General Crimes team is an integral component of the MEFO capability, investigating a myriad of crimes on land and at sea as well as enhancing the law enforcement capacity of host nations. The Executive Protection Unit is responsible for protecting the Commander, NAVCENT. The MEFO Security Training Assistance and Assessment Team conducts vital physical security assessments, enhancing the U.S. Navy’s operational readiness.
Territory Overview: Africa and Asia The Middle East Field Office (MEFO) area of responsibility (AOR) encompasses the AORs of U.S. Navy Central Command (NAVCENT) and U.S. Central Command (CENTCOM) that span over 20 countries. The MEFO Bahrain office is the central leadership hub directing operational, investigative, and administrative activity traversing all disciplines.
MEFO subordinate elements include NCIS Resident Agency (NCISRA) Dubai and NCISRA Kuwait. NCIS also serves as the Executive Agency (EA) for Force Protection Detachments (FPD) Egypt and Mauritius, and has Special Agents assigned to FPDs in Kenya.
Investigative Units: In addition to working CT/CI and general crimes, the MEFO runs the Transnational Crimes Unit, providing a unique capability focusing on counter-piracy and counter-narcotics (CnT) investigations and operations. Special Agents assigned to this unit provide law enforcement expertise for the Commander of Combined Task Force (CTF) 151. This multinational task force conducts counter-piracy operations to deter, disrupt and suppress piracy to protect global maritime access in and around the Gulf of Aden, Arabian Sea, Indian Ocean and Red Sea. MEFO Special Agents have many distinctive capabilities that make them valuable assets to CTF 151. In addition to counter-piracy operations, Special Agents are engaged in the MEFO-based CnT initiative “RIPTIDE." This NCIS joint effort with the Drug Enforcement Administration (DEA) and the Office of Naval Intelligence (ONI) is designed to disrupt and dismantle drug trafficking organizations (DTOs) operating in the NAVCENT/CENTCOM AOR. “RIPTIDE” directly supports CTF 150 whose mission is to promote maritime security to counter terrorist acts and related illegal activities, eliminating opportunities for terrorists to fund or conceal their movements.
