DESCRIPTION (PROJECT AREA AND PURPOSE): The project provides for deepening the 35-foot Arthur Kill Channel to 41 feet MLW from its confluence with the Kill Van Kull Channel north of Shooter’s Island in southern Newark Bay to the New York Container Terminal (NYCT) in Staten Island, New York, and to 40 feet MLW from the New York Container Terminal (NYCT) to the Phillips 66 Refinery (formerly the Tosco Oil Terminal) located in Linden, New Jersey. Also included are selected widenings and realignments of the channel, as well as the removal of the U.S. dike north of Shooters Island. Project also provides for mitigation at two sites (Joseph P. Medwick Park, Carteret, NJ and KeySpan Site, Staten Island, NY), consisting of restoration and enhancement of approximately 23 acres of intertidal salt marsh.  The project sponsor is the Port Authority of New York and New Jersey.

PROJECT AUTHORIZATION: Water Resources Development Act of 1986, Section 202(b), and amended by the Water Resources Development Act of 1992, Section 329, the Water Resources Development Act of 1996, Section 301(b)(11), and the Water Resources Development Act of 1999, Section 338. 

STATUS: The project is currently in the construction phase. The Final Limited Reevaluation Report (LRR) dated Dec 1997 was approved by HQUSACE in April 1998.  Addendum to LRR addressing project mitigation, dated May 2001, was approved July 2, 2001. The current estimated total project cost is $291,052,000, of which $169,892,000 is Federal cost and $121,160,000 is non-Federal cost.

PCA executed on July 25, 2002. The first two of three construction contracts were performed in 2003 through 2007, which completed the deepening of the 41 ft. portion of the project from the channel’s confluence with the Kill Van Kull Channel north of Shooter’s Island to the New York Container Terminal, located on Staten Island. One construction contract to complete the 40 ft. portion of the project from the New York Container Terminal to the Phillips 66 refinery was awarded in December 2014 and is scheduled for completion in summer 2016.  All project mitigation work has been completed.
