Mill Creek Feasibility Study

TYPE OF PROJECT: General Investigations Flood Risk Management and Ecosystem Restoration Feasibility Study.
LOCATION: Mill Creek drains southeastern Davidson County and northeastern Williamson County. It originates two miles south of Nolensville and flows northward to its confluence with the Cumberland River in Nashville. The watershed is 108 square miles with 72 in Davidson County and 36 in Williamson County.

BACKGROUND:
· The May 2010 flood event interrupted what had been a study with an ecosystem restoration focus, and the study was re-initiated in February 2013 with a focus on flood risk management. A path forward was determined by the results of this updated alternative analysis, pulling from prior Mill study as well as the Metro Unified Flood Preparedness Plan (UFPP) completed in January 2013.
IMPORTANCE: Mill Creek was severely flooded during the record May 2010 flood events. Interstate 24 was flooded and shut down when Mill Creek overtopped in this event, and hundreds of homes and businesses were left damaged in the wake of the flood in addition to two flood related fatalities. Hundreds of homes in the watershed endure systemic flood damages.
STATUS: Currently, the feasibility study is scheduled to be complete in 2015. The draft report is complete and public review is complete. Technical review will be complete in December 2014. Independent reviews will be complete in February 2015. Policy reviews at Division and Headquarters are scheduled to be complete in April 2015. Final agency review of the Chief of Engineer’s Report is scheduled to be complete by July 2015.

SCHEDULE:
FY2014 Completed Work: Completed the draft report with a tentatively selected plan (TSP) in August 2014. The TSP includes flood detention, bridge and channel modifications combined with non-structural floodproofing via the buyout and removal or elevation of 89 repetitive loss homes.
FY2015 Scheduled Work: Final review by, agency technical, independent external, HQUSACE and state, federal agencies. Completion of the study with a signed Chief’s Report scheduled for July 2015.
COMPLETION: The study is estimated to be completed in July 2015.
