PHMSA collects Safety Program data solely for safety oversight purposes. The data does not imply any financial or legal relationship between operators. Safety Program data simply shows all operators implementing a common safety program. The specific Safety Programs, their applicability by System Type, and links to more information about the Safety Programs are:

In late 2010, Parts 191.22 and 195.64 were added to the regulations as the "National Registry of Pipeline and LNG Operators." Companies needing an OpID began applying online through the PHMSA Portal and including Safety Program data. Existing operators were required to validate Safety Program data no later than September 2012. Notifications are required when there is a change in the Safety Program data.

For each Safety Program applicable to the pipeline System Type, operators submit this data:

Primary OpID - all Submitting OpID sharing a program submit the same Primary OpID

Effective Date - excluded from data collected through validation, PHMSA inserted the activation date of the Submitting OpID

PHMSA has assigned each Primary OpID a Safety Program Name.

PHMSA has consolidated the Safety Program data collected through OpID requests, validations, and notifications of change. PHMSA has also augmented the data for some operators who failed to validate in 2012 or whose OpID was deactivated prior to 2012. Each notification of Safety Program change is screened by PHMSA to ensure its accuracy before committing the changes to the database.
