Coastal Geospatial Services Contract Vehicle

Overview

This open-ended contracting vehicle provides a fast and easy way for governmental entities (local, state, or federal) to acquire geospatial services from the private sector. The data and tools acquired and developed through this contract must be used for coastal resource management applications.

The contract, a Federal Acquisition Regulations (FAR) Part 36 architectural and engineering vehicle, is made up of five individual contracts awarded to five contract teams, with each team having one prime contractor. Each of the five contracts share a $49 million maximum over the life of the five-year contract, which means the contracts are classified as indefinite delivery, indefinite quantity (IDIQ) multiple-year task orders.

The contract is managed by the NOAA Office for Coastal Management in Charleston, South Carolina, with contracting officer services provided by NOAA’s Eastern Acquisition Division in Norfolk, Virginia. Contract management and limited technical consultation are provided. NOAA will assess a fee of 1.75% of the total contract cost for task orders greater than or equal to $150,000 and 3.5% for task orders under $150,000.

How to Use the Contract

A memorandum of understanding with NOAA is required to use this contract for non-federal entities. Onsite contract management and limited technical consultation are provided at no cost. Individual task orders are managed using the Task Order Management and Information System (TOMIS), a Web-based system that allows the contractors and the government to monitor and document contract and contractor performance.

  • Thematic mapping (e.g., land use/cover, impervious surfaces, wetland and benthic habitats) including the use of supervised and unsupervised classification, and regression tree modeling
  • High-resolution topographic/bathymetric product generation
  • Photogrammetric mapping and orthophotography production
  • Survey and control services, including the use of ground-based and airborne Global Positioning Systems (GPS) technology
  • GIS services: geospatial data and map service development, data management, data conversion, data integration, data analysis, data modeling, database development, cartographic production, and software application development in support of land use planning, coastal conservation, coastal hazards, marine planning, water quality, and climate change
  • Cadastral mapping (terrestrial and marine)
  • Geospatial training
