John Shonder - Director, Sustainability Performance Office (SPO)

John Shonder was appointed Director of the Sustainability Performance Office (SPO) on May 11, 2015. John has devoted his career to the design, implementation and evaluation of policies and programs to improve the sustainability of federal facilities by reducing energy and water use and increasing the use of renewables. Most recently, he served as Program Manager for Oak Ridge National Laboratory’s (ORNL’s) support to DOE’s Federal Energy Management Program (FEMP), managing efforts to increase the value of performance-based contracts to federal agencies. While at ORNL he also provided evaluation and analysis for numerous agencies including GSA, EPA, USAID, the National Park Service, as well as the US Army, Navy, Air Force and Marine Corps. Under the International Energy Agency’s Annex 61 project, he led a team of international experts to develop improved business and financial models for deep energy retrofit projects designed to reduce building energy use by 50% or more using a combination of public and private financing.

A member of the American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE), John currently serves on the Society’s Research Administration Committee (RAC), and is past chair and vice chair of a number of ASHRAE Technical Committees. He is a co-author of ASHRAE’s Guideline 14-2014, Measurement of Energy, Demand, and Water Savings, and is the author and co-author of more than 30 technical papers and reports on a variety of topics related to improving the sustainability of federal sites. He holds B.S. and M.S. degrees in Engineering from the University of Illinois at Urbana-Champaign.
