The Pittsburgh District Real Estate Office in Pittsburgh, Pa., exercises responsibility for administering and managing the district real estate program by providing policy guidance, coordination, and execution of the real estate products and services. The District real estate program includes the technical areas of appraisal, acquisition, management and disposal, and real property accountability for civil works projects within portions of western Pennsylvania, northern West Virginia, eastern Ohio, western Maryland and south western New York.

Updated Real Estate Application Now Available

Real Estate Application Form (Current as of November 2016): This application is designed to help applicants seeking to use government-controlled property within the Pittsburgh District's area of responsibility to provide the specific information needed to assess such requests. Applications are required to be submitted on the current form. Previous versions (prior to October 2016) will be returned and applicants will be asked to resubmit using the latest version of the application. Acquistion

Right of Way Program Oversight & Review

• Oversight and review activities provide expert advice and consultation to agencies participating with the federal government through cost sharing or other joint venture type initiatives and programs, to include sponsor capability assessment, land acquisition activities for water resource-related developments, etc. Services include:

• Scrutiny of performance measures and compliance with federal program guidelines, to include supporting documentation, technical competencies, and accreditation.
• Providing federal oversight and management of inherently governmental functions which require discretion, intimation with public interests, and judicial and policy or decision-making scopes of reference.
 

Land acquisition services

• Accessing community land records to locate owners, identify site uses, develop scope of agreements, and settle transactions. The process includes the following:

• Ownership research - determine property ownership through the physical inspection and review of public records for purposes of negotiations, surveys and descriptions, title evidence, and property appraisal investigations.
• Preliminary site assessment - investigate and categorize, by former and present uses, a properties' potential for environmentally hazardous conditions and/or materials.
• Negotiations - establish and maintain amicable relationships with property owners and occupants to ensure "good faith" efforts in reaching mutually acceptable terms and conditions in property agreements.
• Condemnations and appeals - last resort venue exercised when negotiations break down, issues are convoluted, or such an impasse develops that settlement, by a disinterested third party, represents the only means for a successful resolution.
• Certification - provide assurances that applicable documentation is available to evidence the completion of project transactions and program requirements.

Real Property Appraisals

• Real Property Appraisals assist in determining marketable value of real property interests through preparation and review of property appraisal reports, analysis of approaches to valuation, and assessment of appraiser competencies. Products and services are:

• Property appraisal reports - provide detailed analysis of property value based upon recognized and supportable approaches to value and property use.
• Property appraisal reviews - provide competency level approval of appraisal technique and methodology used in evaluating property value and economic utility.

Appraisal Section

Real Property Appraisals assist in determining marketable value of real property interests through preparation and review appraisal reports, analysis of approaches to valuation, and assessment competencies.

Products and Services are:

1. Property appraisal reports- Provide detailed analysis of property value based upon recognized and supportable approaches to value and property use.

2. Property Appraisal Review- provide competency level approval of appraisal technique and methodology used in evaluating property value and economic utility.

Cadastral Section

 Professional and Technical Staff with experience using CADD and GIS to support a variety of geospatial functions in the real estate arena. Capabilities include preparation of required real estate maps and geospatial data; interpretation, review, and preparation of legal descriptions; and production of property location drawings and associated geospatial data. Additional capabilities consist of development of SOWs for property surveys and management of resulting contractual delivery orders; evaluation of real estate GIS requirements, and preparation of exhibits and drawings for RE reports and plans.

 

Manage and Disposal Branch

 

Real Property Management and Disposal Services involve realty specialists conducting the following type of activities:

 

• Investigates and recommends resolution of encroachments and boundary disputes on government property.
• Develops interim land management plans and assists in preparation of Project Master Plans, as required.
• Prepares reports on annexations and retrocession of jurisdiction, resolutions of encroachments and boundary disputes, executive order surveys and studies of civil work properties.
• Site Inspections - perform real property investigations to assess use, condition, maintenance, and code compliance requirements.
• Inventory - develop records to establish and maintain accurate accountability of ownership data, boundaries, and property improvements.
• Outgranting – reviews, processes and administers grants for use and occupancy of civil real property and oil and gas leasing activities.
• Disposal – Reports excess lands or improvements to GSA, administers the sale of timber, crops, hay etc., and surplus government-owned improvements and executes exchanges of real property.
• Screening eligible sources for disposal of surplus and excess federal land holdings.
