SUBJECT: Collection and Deposit Activities of Federal Agencies; Designation of Depositaries, Fiscal Agents and Financial Agents
 
1. DELEGATION. By virtue of the authority vested in the Fiscal Assistant Secretary by Treasury Order (TO) 101-05, I hereby delegate to the Commissioner, Financial Management Service, authority to perform any duty or function of the Secretary prescribed or required pursuant to 31 U.S.C. 3301, 3302, 3303 or 3720 or 12 U.S.C. 90, 265-266, 391, 1452(d), 1464(k), 1767, 1789a, 2013, 2122 or 3102. The Commissioner, Financial Management Service, shall be responsible for referring to the Fiscal Assistant Secretary any matters on which action should be appropriately taken by the Fiscal Assistant Secretary.
2. REDELEGATION. The Commissioner, Financial Management Service, may redelegate this authority. This authority may be exercised in the individual capacity and under the individual title of each official receiving such authority.
3. RATIFICATION. To the extent that any action heretofore taken consistent with this Directive may require ratification, it is hereby approved and ratified.
4. AUTHORITY.
a. Treasury Order 101-05, "Reporting Relationships and Supervision of Officials, Offices and Bureaus, Delegation of Certain Authority, and Order of Succession in the Department of the Treasury."
b. 31 U.S.C. 3301, 3302, 3303 and 3720.
c. 12 U.S.C. 90, 265-266, 391, 1452(d), 1464(k), 1767, 1789a, 2013, 2122 and 3102.
5. CANCELLATION. Treasury Directive 16-31, "Collection and Deposit Activities of Federal Agencies," dated November 10, 1992, is superseded.
6. OFFICE OF PRIMARY INTEREST. Office of the Fiscal Assistant Secretary and the Commissioner, Financial Management Service.
