The Workforce Innovation and Opportunity Act
The Department of Labor (DOL), in coordination with the U.S. Departments of Education (ED) and Health and Human Services (HHS), has worked to prepare everyone for the implementation of WIOA. The WIOA Resource Page provides information and resources for States, local areas, non-profits and other grantees, and other stakeholders to assist with implementation of the Act. This page is updated to reflect newly developed materials, including responses to frequently asked questions.
The U.S. Departments of Labor and Education issued five rules implementing WIOA. WIOA is landmark legislation that is designed to strengthen and improve our nation's public workforce system and help get Americans, including youth and those with significant barriers to employment, into high-quality jobs and careers and help employers hire and retain skilled workers.

Innovation and Opportunity Network on WorkforceGPS (ION) also features technical assistance on strategies fundamental to WIOA implementation, such as customer-centered design, strategic boards, career pathways and sector strategies; it will also host technical assistance specific to the regulations as it is available. Announcement Period Set for ICR Proposed Amendments
The Departments of Labor and Education have published a Federal Register Notice, Agency Information Collection Activities; Proposals, Submissions, and Approvals: Workforce Innovation and Opportunity Act Common Performance Reporting announcing a 60-day public comment period on proposed amendments to WIOA Common Performance Reporting Information Collection Request (ICR). Comments can be submitted electronically through the Federal eRulemaking Portal at http://www.regulations.gov by selecting Docket ID number ETA-2017-0001. The deadline to submit comments is March 20, 2017.

FAQs Address Infrastructure Funding
The U.S. Department of Labor and the Department of Education ("the Departments") are providing responses to questions about infrastructure cost funding requirements for partner programs participating in local one-stop centers, or American Job Centers, across the country.
The Departments feel these questions offer sufficient guidance to one-stop partners, local Workforce Development Boards, and others involved in the one-stop delivery system to enable negotiations to begin, regarding the Memoranda of Understanding for Program Year 2017, if such negotiations are not already underway. The FAQs address some of the most common questions regarding infrastructure funding requirements.
The Departments will soon issue further and more comprehensive guidance on this and other one-stop related topics.

WIOA State Plans Available
WIOA State Plans are now available for public access. Please go to

States submitted their four-year State Plans for Federal review and approval in early 2016. The Departments of Labor, Education, Health and Human Services, Housing and Urban Development, and Agriculture, whose programs are addressed, provided review and approval for each Plan for the period July 1, 2016 through June 30, 2018.
