The NOAA Workforce Management Office (WFMO) provides policies, programs, and processes that facilitate the recruitment, hiring, development, and retention of a diverse, highly skilled, motivated, and effective workforce capable of accomplishing the Agency's mission.
WFMO Vision: A strong partnership between the Workforce Management Office and Line/Staff Office workforce management community in delivering high-value products and services to clients, enabling the achievement of NOAA's Human Capital strategy.
WFMO Mission: Partner with stakeholders to create and enable the systems and processes to achieve NOAA's mission through effective planning, recruitment, development, management, and retention of NOAA's workforce.
The WFMO provides NOAA-wide leadership to workforce management functions including strategic human capital planning, labor-management, about labor relations, employee relations, performance management, and incentive awards, executive resources, distance learning, leadership development, training and career development, worklife balance, and human resources data management and automation initiatives. Policy functions include family-friendly workplace practices such as telework, staffing, classification and pay policy guidance, as well as Commerce Alternative Personnel System policy guidance. The WFMO also serves as the operating human resources office for NOAA, providing the full range of recruitment, staffing, classification, and management advisory services, retirement and benefits counseling, workplace resources, personnel and payroll processing, and partnership with management to carry out NOAA's mission.
