Simplified Purchase Agreement (SPA)
The Simplified Purchase Agreement (SPA) is a streamlined printing procurement vehicle for use by the U.S. Government Publishing Office's Federal customer agencies. Our customer agencies will be able to acquire publishing and information products and services valued up to $10,000 from local commercial vendors.

This procurement vehicle offers our customers:

Control - Allowing customer agencies to directly place their orders with a vendor of their choice.

Convenience - Customer agencies placing orders with local vendors based on their individual schedule requirements.

Best Value - The concept of embracing price, responsiveness, business practices, convenience, and courteous service.

Reliability - The SPA ensures compliance with GPO contract requirements (ie., QATAP, JCP paper specs, etc...)


What's New:

Effective April 14, 2014, the SPA agreements used by each of GPO's central and regional offices were revised. Additional products and services have been added to the proposal form among other changes scattered throughout the agreement. Any vendors registered on the SPA prior to April 14, 2014 are encouraged to submit a completed copy of the revised agreement(s) proposal form to insure they remain active on the SPA. In addition, GPO has developed an enhanced online database for its authorized users which includes real time certified vendors and authorized customer agencies for each office SPA. Based on customer requests for a web-based solution, effective May 16, 2014, all offices with their corresponding SPA agreement vendor /agency lists will be accessible online at: http://gpo.gov/customers/a&c.htm. Passwords will be furnished to active authorized users.
