The Information Resource Center is a reference facility providing up-to-date information to both the general public and the Consulate’s high level target audience. The subject emphasis is on rule of law, economics and trade, regional security, the environment, and U.S. society and values.

The IRC delivers this information in a variety of ways depending on your needs. You may contact us by phone and email.

Free Wi-Fi and Chromebooks are available for use in our Center.

eLibraryUSA

eLibraryUSA is a virtual online library provided by the Bureau of International Information Programs (IIP) in the U.S. Department of State. It gives members of Information Resource Centers, American Corners, and other American Spaces around the world access to information that Americans find at their public libraries. This assortment of 30 authoritative and up-to-date databases provides access to information on a broad range of topics including English language learning, science, American history and culture, global issues, health, business, and much more. Anyone can use eLibraryUSA at the Information Resource Center (IRC). IRC members can request individual accounts which allow them to access eLibraryUSA from home or office. Please contact the IRC at shanghaiirc@state.gov for more information.
