Marine Safety Program Updates
The Coast Guard is in the midst of implementing the Marine Safety Enhancement Plan (MSEP). The MSEP is a multi-layered, several-year comprehensive program to enhance Marine Safety systems, knowledge, and processes in order to be more effective and efficient in promoting safe, secure, and environmentally sound maritime commerce. Specific tasks include bolstering inspector and investigator capacity, improving technical competencies, reinvigorating industry partnerships, improving mariner credentialing services, and expanding rulemaking capability to meet current and future needs of the maritime public and industry.
Actions to implement the MSEP have included reprogramming and adding over 400 positions to the Marine Safety workforce, broadening its experience base by increasing civilian marine inspection and investigations positions, designating Feeder Ports and building the infrastructure to train entry-level marine inspectors, establishing seven National Centers of Expertise (each focusing on specific maritime industry sectors), and increasing responsiveness (shortening cycle times) to merchant mariners, maritime industry, and the American public. The MSEP was developed in late 2007, based on the Coast Guard’s Marine Safety statutory requirements at that time. Since then, the Coast Guard Authorization Act of 2010 was enacted, increasing Marine Safety requirements. The documents below describe the MSEP and its ongoing implementation.
