American Citizen Services Unit

The American Citizen Services (ACS) Unit of the Consular Section assists American citizens in the Shanghai consular district.  The Shanghai consular district includes: Shanghai, Jiangsu Province, Zhejiang Province, and Anhui Province. 

In case of an emergency involving a U.S. citizen, please contact +86-(21)-3217-4650, press 1, then 3. If you experience difficulty reaching the emergency line after-hours, you may also call +86-(10)-8531-4000.

Make An Appointment:

To better serve customers and reduce waiting times, all routine services are by appointment only. To make an appointment for a routine consular service, including passport renewals, notary services, and reporting births of U.S. citizens, please click here.

Opening Hours, Location, and Contact Information:

Public Appointment Hours: Monday to Friday, 8:00 - 11:30 a.m.

Passport Pickup: Monday to Friday, 8:00 - 11:30  a.m. You will receive an email once your passport has reached our office and is ready for pickup.

U.S. Citizen Visa Hour: Tuesday, 4:00 - 5:00 p.m.

Typhoon and other Severe Weather

Post is monitoring super typhoon, Please Consider taking the following additional precautions to prepare for the possibility of strong winds and rainfall:

  • Purchase sufficient essential food, water, and first aid supplies to have on hand through the weekend
  • Check batteries in flashlights
  • Check to make sure all balcony or roof drains are unobstructed.  During periods of heavy rain, drains should be checked periodically
  • Secure lawn furniture and other outdoor items
  • Stay away from glass windows/doors
  • Apply masking tape to windows that do not have shatter-resistant film
  • Do not walk through moving water.  Six inches of moving water can cause you to fall
  • Do not drive into flooded areas.  Six inches of water will reach the bottom of most passenger cars, causing loss of control and possible stalling
  • Check on your neighbors, or the houses of neighbors who may be traveling. Inform the management company of any damage to vacant homes
