Line Office Assistant CIOs
NOAA Assistant Chief Information Officers are responsible for:
- Supporting the DOC and NOAA OCIO IT Portfolio Management Strategy to ensure the efficiency and effectiveness of IT spending and programs.
- Fully participating and engaging with the Chief Information Officer Council and Enterprise Architecture Committee.
- Making policy recommendations and identify candidates (projects, services, etc.) for portfolio or shared services, driving standardization, service consolidation and execution across the enterprise.
- Leading enterprise-wide IT efforts and initiatives, provide leadership and coordination across the agency and consistent with NOAA and DOC enterprise architecture.
- Providing leadership and ensure accountability of Line Office IT staff to support the mission and NOAA IT Portfolio Management Policy.
- Providing oversight to Line Office IT Workforce Management Plans to include the assignment and hiring of IT specialists.
- Providing the System Owners and major Program Managers and key IT personnel written performance objectives for the IT Portfolio Management at the start of the performance cycle.
- Providing input/feedback to the rating official for the System Owners and Program Managers accomplishment of those objectives and will provide input regarding bonus or award recommendations, pay adjustments and other forms of commendation.
- In effect, there will be a "dotted-line" reporting relationship from Line Office Assistant CIO's to the System Owners and major Program Managers. Leading mission-unique services. Ensure IT systems possess current end FISMA-compliant Certification and Accreditation documentation packages that have been developed, tested, certified and accredited in accordance with governing policies on IT security and personally identifiable information (PII).
National Environmental Satellite, Data, and Information Service (NESDIS)
The strategic role of the NESDIS Assistant CIO is to reduce costs, improve services, and protect the mission. This is done supporting the NOAA CIO in establishing a NOAA shared services operating model. The approach strengthens the ability of NOAA to better manage the efficiency and effectiveness of IT spending, IT decision making, and IT systems. The NOAA shared services model prioritizes the work and investment of IT so that the mission’s essential functions are supported and its information protected in the most cost effective way possible. The business value of each core service is identified and used to drive investment, in people, management, and technology. The NOAA approach addresses the strategic, operational, technological, and human dimensions of change. Our initial focus is on the operational model and technical architecture, with organizational restructuring and process improvements to follow.
National Marine Fisheries Service (NMFS)
The Fisheries Office of the Chief Information Officer (OCIO) has developed an exceptional information technology management team, which leads web site design and development, customer support services, IT security management, infrastructure management, and database development.
The OCIO carries out the provisions of the Federal IT regulations, policies, and guidelines pertaining to information management (IM). The OCIO provides for the efficient management of the agency's Wide Area Network (WAN) and headquarters Local Area Network (LAN); develops and maintains enterprise-wide and HQ web-enabled databases; develops enterprise software applications; ensures cost-effective long- and short-term planning and financial management of IT-related activities; conducts IT security enterprise planning, policy, and technical research; and assures effective coordination of NOAA Fisheries IT/IM with those functions elsewhere in NOAA, DOC and other Federal agencies and organizations.
National Ocean Service (NOS)

National Weather Service (NWS)
The Office of the Chief Information Officer provides the key information technology (IT) planning and evaluative activity for the NWS, to include coordination and development of the annual NWS IT Operating Plan, the NWS IT Strategic Plan, and coordination and implementation of all NWS IT security and critical IT infrastructure activities. The Office conducts a comprehensive program of IT systems investment, planning, and review to insure high quality, cost-effective IT initiatives. The Office develops, monitors, and coordinates the overall NWS systems architecture in close concert with the weather system architecture activities of the Office of Science and Technology and develops hardware and software management policies and standards for the NWS. The Office provides overall planning and policy oversight for the NWS use of the Internet, and develops NWS telecommunications policies and guidance.
Office of Oceanic and Atmospheric Research (OAR)
The strategic role of the OAR Assistant CIO is to reduce costs, improve services, and protect the mission. This is done supporting the NOAA CIO in establishing a NOAA shared services operating model. The approach strengthens the ability of NOAA to better manage the efficiency and effectiveness of IT spending, IT decision making, and IT systems. The NOAA shared services model prioritizes the work and investment of IT so that the mission’s essential functions are supported and its information protected in the most cost effective way possible. The business value of each core service is identified and used to drive investment, in people, management, and technology. Office of Marine and Aviation Operations (OMAO)
The strategic role of the OMAO Assistant CIO is to improve IT service delivery, reduce cost and enable the OMAO mission to safely collect and deliver effective Earth observation capabilities, integrate emerging technologies, and provide a specialized, flexible, and reliable team responsive to NOAA and the Nation. This is accomplished through effective management of the OMAO IT portfolio, protection of information and the IT infrastructure, delivery of high quality data, IT products and services, and by supporting the NOAA CIO in establishing a NOAA shared services operating model. OMAO is leveraging the shared services offered by the Office of the CIO to achieve benefits, such as reduced cost for commodity IT services, and reinvesting the resulting cost savings into enhanced mission IT capabilities.
