Office of Contracts Management

The Office of Contracts Management (OCM) advises the Assistant Secretary for ETA on all procurement matters consistent with federal statutes and regulations that creates value for ETA stakeholders, as well as provides centralized services to ETA organizational components, in developing and improving procurement management policies, procedures, techniques, and outcomes.


About the Administrator - Sandra E. Foster

Sandra E. Foster is the Administrator of the Office of Contracts Management. As Administrator, Ms. Foster is responsible for providing leadership and direction to ensure organizational excellence, integrity, accountability, a solid procurement management program and resources that support the Employment and Training Administration's (ETA) priorities, goals, and guiding principles. She is also Head of the Contracting Activity.

Sandra Foster has a wealth of experience encompassing 19 years in acquisition and contract management, including over ten years in the capacity of Director of Contracts. Since 2003 she has maintained an unlimited contracting officer warrant serving as Director. She comes to ETA, OCM having served the last 8.5 years as the Director, Office of Procurement Services for Office of the Assistant Secretary for Administration and Management where she provided sound acquisition advice to officials in the Department of Labor on all complex procurement matters. She provided direct oversight for the contract and grant operations of the National Office Agencies supported by the Office of Procurement Services and all Information Technology procurement for the Department of Labor.

Prior to her tenure as the Director of the Office of Procurement Services, she was the Director of Business Operations for Andrews Air Force Base, where she served as the Senior Civilian Procurement Authority for a military installation of more than 10,000 military and civilian employees. In this high visibility role, she was responsible for providing support to the Presidential Airlift Group, ensuring the continued maintenance and operation of Air Force One, The President of the United States' air transportation. Her procurement experience extends beyond the Air Force to the Department of Navy where she was the sole Contracting Officer for the Office of the National Drug Control Policy providing acquisition support to the Nation's Drug Oversight Campaign and the Naval Supply Command in Pearl Harbor, Hawaii.

Sandra holds a Master's Degree in Adult and Higher Education from the University of Oklahoma. In addition to being a member of the Department of Defense Senior Acquisition Corps, she possesses both, the Department of Defense Acquisition Workforce Improvement Act (DAWIA), Level III Certification in Contracting and the Federal Acquisition Certification in Contracting (FAC-C) Level III Certification.
