NOAA Fleet Independent Review Team

The NOAA Fleet Independent Review Team (IRT), a team of senior level executives from across government, industry, and academia that has been meeting since January presented their independent report on NOAA fleet recapitalization to Under Secretary Dr. Sullivan and Assistant Secretary VADM Manson Brown on October 13.  The IRT’s report assesses the health of the NOAA fleet, requirements for recapitalization, and analyzes operational and maintenance practices and technology infusion.  The IRT considered the compelling data-collection requirements that need access to the oceans; the applicable technologies and how they change the requirements; the appropriate fleet size and composition to meet needs; and best approaches to meet this need.  You can read the IRT’s final report at http://www.omao.noaa.gov/find/media/documents/final-report-independent-review-team-noaa-fleet-recapitalization.

 

The NOAA Fleet Plan: Building NOAA’s 21st Century Fleet

NOAA has developed a comprehensive plan to recapitalize NOAA's fleet of research and survey vessels based on an extensive analysis of NOAA's current and future at-sea data collection requirements. That analysis, validated by independent experts, indicates that, absent investments in new research and survey ships, there will be long-term impacts to NOAA’s ability to provide products and services such as weather forecasts and warnings, nautical charts, accurate fishery quotas and stock assessments, harmful algal bloom warnings, climate outlooks, emergency response, and numerous other management activities. The NOAA Fleet Plan: Building NOAA’s 21st Century Fleet [PDF 7.5 MB] provides a detailed plan for ensuring that NOAA's ship fleet can continue to efficiently and effectively fulfill its mission to collect data vital to protecting lives, livelihoods, and conserving and managing natural resources.

2016 Interagency Hurricane Preparedness Congressional Briefing

On June 1, 2016, NOAA Deputy Administrator Manson K. Brown (VADM USCG, ret.) was joined by leadership from the Federal Emergency Management Agency (FEMA) and American Red Cross to present the annual Hurricane Season Preparedness briefing to Congress. The briefing includes NOAA's annual Hurricane Season Outlook forecast.

Corps Officer Class

On January 4, 2016, NOAA Corps Basic Officer Training Class (BOTC) 127 reported to the United States Coast Guard (USCG) Academy in New London, Connecticut. CAPT Caskey administered the NOAA Corps Oath to ten new officers. These Ensigns come from ten different states and have various backgrounds in environmental science, marine biology, geology, and aeronautical science.

One of NOAA’s two Lockheed WP-3D Orion aircraft recently entered a long-term maintenance period at Naval Air Station, Jacksonville. The aircraft will receive new wings and significant additional upgrades as part of a service life extension program that will allow our WP-3D Orion aircraft to continue supporting all of NOAA’s critical missions for years to come. The process will take approximately one year and once completed, NOAA’s second WP-3D will enter its own re-winging and upgrade maintenance period in 2016.

Tribal Resource Guide to the Department of Commerce

The U.S. Department of Commerce is pleased to make available the Tribal Resource Guide to the Department of Commerce.  This guide is an important first step in revamping the Department’s work with tribes to spur even greater collaboration with tribes and native business enterprises. In addition, the guide introduces the Secretary's new Senior Advisor for Native American Affairs,  the policy of the Department regarding tribes (which include references to the United States’ trust responsibility to the tribes and native peoples of the United States and the advances tribes have made in the Self-Determination Era), and includes contact information for each of the bureaus’ tribal liaisons in order to make it easier for tribes to interact with the Department. In addition this guide includes working links to other resources (web pages, our tribal consultation policy, etc.) within NOAA and the Department.

NOAA Ship Oscar Dyson is a key ship in counting fisheries populations in Alaska for the U.S. Economy, but is also equipped to support other NOAA missions. The NOAA Commissioned Officer Corps welcomes its newest officers to the service! Recently, Basic Officer Training Class No. 124 graduated alongside their U.S. Coast Guard officer candidate colleagues at a ceremony held at the Coast Guard Academy in New London, CT.
The new officers will join the fleet of ships and aircraft right away. Congratulations!

Deck hand Chris Remaley and Fisherman Noel Gemo stabilize the camera array as it is lowered over the side of NOAA Ship Pisces. There are four individual camera units aligned in a + pattern to record a 360 degree view of the ocean floor. The array is lowered to the bottom of the seafloor and allowed to record for 40 minutes.

President Signs National Oceans Month Proclamation

President Obama has signed a Proclamation in honor of National Oceans Month - June 2014. NOAA policy staff drafted the proclamation and NOAA was the lead agency on clearance and submission of the Proclamation for the President’s consideration and signature. National Hurricane Preparedness Week Proclamation

On May 23, President Obama signed a Presidential Proclamation in honor of National Hurricane Preparedness Week – May 25-30. NOAA’s National Weather Service drafted the proclamation and NOAA was the lead agency on clearance and submission of the Proclamation for the President’s consideration and signature. From drought.gov: New Report Documents Changes in Navajo Nation Lands, Offers Hope for Resilience

In the Southwest, the decade of 2001-10 has been warmer than any of the previous 10 decades of the 20th century, with greater temperature increases during spring and summer, decreases in number of cold waves, and increases in number of heat waves.Since 1994, there has been an overall drought coupled with brief periods of wetness. During the past 2,000 years, there have been droughts more severe and longer than droughts in modern times. It is possible that the relative wetness of the previous century could have been an anomaly. Rising temperatures, prolonged drought, increases in extreme weather events, and ecosystem changes have the potential to significantly alter the 27,000 square miles of Navajo Nation reservation lands. More than 170,000 people live in this arid region about the size of West Virginia.

The new report Considerations for Climate Change and Variability Adaptation on the Navajo Nation provides foundational information for planning for anticipated and proven challenges from climatic shifts on the Navajo Reservation. The report highlights potential and actual climate changes occurring in the Southwest and Four Corners region and presents an example of an adaptation planning and implementation process, applicable to any group facing disruption.

Final Tribal Consultation Handbook

On November 14, NOAA announced the Final Tribal Consultation Handbook titled
NOAA Procedures for Government-to-Government Consultation With Federally Recognized Indian Tribes and Alaska Native Corporations.” This Handbook is intended to improve coordination and consultation with Indian tribal governments.  It will assist NOAA, including its regional and field staff, in conducting effective government-to-government consultations and fulfill NOAA’s obligations under E.O. 13175 and Department Administrative Order 218-8 on Consultation and Coordination with Indian Tribal Governments, and the Department of Commerce Tribal Consultation and Coordination Policy.

On June 24, 2013, NOAA published a notice and requested comments on a draft “NOAA Procedures for Government-to-Government Consultation with Federally Recognized Indian Tribes” in the Federal Register.  In response, NOAA received letters from 10 different entities, with approximately 25 unique comments.  A summary of comments received and NOAA’s responses to those comments will be published this week in the Federal Register.

In addition, this year NOAA has:
• Announced a NOAA Tribal Liaison—Linda Belton;
• Announced a Tribal Liaison for each Line Office with in NOAA which
are listed in the Handbook;
• Established a Tribal Working Group;
• Developed an external websites for all Tribal information;
• NOAA has meetings on continual basis both regionally and nationally
with tribal leaders and commissions;
• Developing internal training, tracking and assistance for our employees; and
• Highlighted the importance of Tribal consultation across the Agency.

Tribal Consultation Handbook

June 21, 2013 - NOAA announces the availability of and request for comments on the Draft NOAA Procedures for Government-to-Government Consultation With Federally Recognized Indian Tribes.  This Draft Handbook is intended to assist NOAA staff in conducting effective government-to-government consultations. Written comments must be received on or before11:59 p.m., EST, 60 days after date of publication in the Federal Register. See official Federal Register notice published June 24, 2013.

Written comments may be sent by any of the following methods:

Please note that registration is required for the webinars. We hope that you will review the handbook, participate in the webinars and provide NOAA with your views and evaluation of the proposed procedures in the Handbook.

The International Year of the Reef 2008

As Co-Chair of the U.S. Coral Reef Task Force, NOAA is taking an active role in the International Year of the Reef 2008 (IYOR 2008). The IYOR 2008 was declared by the International Coral Reef Initiative (ICRI), of which the United States hosts the join Secretariat with Mexico.
