Compliance Assistance Databases and Tools

SAGE. SAGE is a comprehensive guide designed to provide pollution prevention information on solvent and process alternatives for parts cleaning and degreasing. SAGE does not recommend any ozone depleting chemicals. SAGE was developed by the Surface Cleaning Program at Research Triangle Institute in cooperation with the U.S. EPA Air Pollution Prevention and Control Division (APPCD).

CAGE. Coating Alternatives Guide (CAGE), a pollution prevention tool for small- and medium-sized businesses and State technical assistance program representatives. CAGE is an expert system and information base designed to recommend low-emitting alternative coating technologies to coatings users. In addition, CAGE provides summarized information on recommended alternatives. The expert system asks the user several questions about their current coating process and tries to match up alternatives that fit the user's operating conditions.

SOLV-DB. SOLV-DB is a highly flexible and user friendly Internet-hosted database that contains a wealth of information on commercially available solvents, including health and safety data, chemical and physical data, regulatory responsibilities, and environmental fate information. You can search the extensive SOLV-DB database in a variety of ways, depending on what information you have in hand and what information you desire to locate.

Applicability Determination Index (ADI). The Applicability Determination Index (ADI) is a database that contains memoranda issued by EPA on applicability and compliance issues associated with the New Source Performance Standards (NSPS), National Emissions Standards for Hazardous Air Pollutants (with categories for both NESHAP, Part 61, and MACT, Part 63), and chlorofluorocarbons (CFC). Recently issued determinations are added to the database on a quarterly basis. Try it out by performing a word search for "coating" or other topics in which you are interested.

AIRSweb. AIRS - the Aerometric Information Retrieval System - is a computer-based repository of information about airborne pollution. AIRS is administered by the Office of Air Quality Planning and Standards, which is part of the US EPA Office of Air & Radiation. Clearinghouse for Inventories and Emission Factors. This site, maintained by EPA's Emission Factor & Inventory Group, provides access to the latest information and tools for estimating emissions of air pollutants and performing air emission inventories.

Government Links

EPA's Office of Air Quality Planning and Standards. The OAQPS web site is designed to promote access to OAQPS programs and outputs. A convenient menu leads to regulations, publications, and other useful information.

Industrial Surface Coatings Rule Development. EPA is engaged in the development of air pollution regulations (NESHAPs) for various categories of industrial surface coating operations. This web site provides information on the status of the regulatory process for each industry category.

Industry Links

National Paint and Coatings Association (NPCA). A voluntary, nonprofit trade association, NPCA represents some 400 paint and coatings manufacturers, raw materials suppliers and distributors. The NPCA web site provides members with an extensive set of tools to effectively address health, safety and environmental management responsibilities.

SSPC ONLINE. The Society for Protective Coatings (formally the Steel Stuctures Painting Council). Contains everal full text reports, numerous links to coatings-related web sites and other useful resources.

Surface Coatings Association of Australia. This site is developing a useful directory and a raw materials index (http://www.scaa.asn.au/rmi/) is under construction.
