OSD(C) memo, dated 13 Jun 05, outlining reprogramming rules for FY05. FY03 and 04 rules (previously published in OSD(C) memo, dated 4 Nov 03) are also included. FY05 rules are essentially the same as for FY04 with the following exceptions (shown as bolded text in the OSD(C) memo):
1. Additional BTR threshold restriction for Operations & Maintenance appropriations (see Attachment 1, page 1, paragraph 3.b.2, in "DD 1415-1 Prior Approval (PA) Reprogramming Actions" section).
2. Change in timing for initiating a safety program/modificaton new start (see Attachment 1, page 2, paragraph 4, in "Notification Letters (in advance of initiating) Requirements" section)
3. Clarification on BTR authority ground rules (see Attachment 1, page 3, paragraphs 1 and 2, in the "Below Threshold Reprogramming (BTR) Authority Ground Rules" section)
