NCUA focuses on finding vendors that offer the best value to help the agency meet its mission. Our contracting specialists employ various acquisitions methods, including requests for information, requests for quote and requests for proposal. Our specialists also generate vendor lists through their own market research using a variety of sources, such as our vendor registration database, the Central Contractor Registration, FedBizOpps, the GSA schedule and referrals from the Office of Minority and Women Inclusion.
A Commitment to Supplier Diversity
NCUA makes every effort in its policies and procedures to encourage competition and equal treatment for all bidders. NCUA also acknowledges the importance of securing a strong base of diverse suppliers and contractors. This means maximizing the diversity of the pool of prospective vendors and broadly communicating the agency’s contracting opportunities to qualified minority- and women-owned businesses.
As such, NCUA works closely with other agencies and partners, such as the Small Business Administration and the Small Business Development Centers, to identify and invite minority- and women-businesses to participate in its procurement opportunities. This helps to ensure the agency meet a strong competitive structure within its procurement process.

How to do Business with NCUA
Unlike the majority of federal agencies, NCUA is not subject to the Federal Acquisition Regulation. NCUA’s specific procurement rules offer a simpler process for vendors to do business with the agency.
As a result, NCUA is not required to advertise its solicitations in FedBizOpps. Instead, the agency uses a competitive process to acquire goods and services that entails generating a vendor list and inviting vendors to submit quotes or proposals in response to opportunities. As such, it is critical that vendors interested in doing business with NCUA complete the agency’s vendor
registration form.
Although not required to, NCUA recommends that its current and prospective vendors also register at the System for Awards Management (www.sam.gov), which is the federal government’s central vendor registration database.

Types of Procurement

Simplified Acquisition Method
Provides a cost-effective and expedient process in the acquisition of good and services and is well suited for non-complex requirements of $100,000 or less. -
Formal Acquisition Method
Contracts exceeding $100,000 are typically complex in nature and require extensive technical evaluations. These opportunities may be advertised in FedBizOpps or by extending an invitation to at least 10 qualified vendors. -
Noncompetitive
NCUA may issue contract awards without competition under certain circumstances, such as during times of emergency, instances where only one firm can provide the goods and services required, or where the acquisition of products and services is from a non-profit organizations employing mentally and physically challenged adults.
