Top DON Leaders Winners of 2001 Federal 100 Award

The Federal 100 Awards are given to 100 leaders who have made a difference in federal information technology during the calendar year. The winners are nominated by Federal Computer Week magazine readers and are selected by an independent panel of judges for their contributions to the development, acquisition or management of federal IT systems. The judges panel is comprised of government and industry IT executives.

This year three top Department of the Navy (DON) leaders were recognized for their significant achievements in federal IT—Dan Porter, Department of the Navy Chief Information Officer (DON CIO), Joseph R. Cipriano, Program Executive Officer for Information Technology (PEO-IT) and Debra M. Filippi, Deputy Director, Command, Control, Communications and Computers, U.S. Marine Corps. The winners were announced July 10, 2001, at the Federal 100 event in Washington, D.C. We are proud to congratulate the winners in CHIPS—the Navy's premier IT magazine.

Mr. Porter was chosen for his role as a key player in developing the Navy Marine Corps Intranet. He led the campaign to keep the Navy and Marine Corps smart card program afloat and pushed through the first government reverse auction conducted via the Internet, resulting in a 29 percent savings.

Mr. Cipriano was recognized for championing the Department's need for the NMCI contract, and leading the effort to develop and award the groundbreaking $6.9 billion NMCI program. His role in this effort also included working with key members of Congress, explaining NMCI's innovative approach to buying IT services.

Mrs. Filippi was selected for her representation of the Marine Corps during contract negotiations on the NMCI contract. Her efforts ensured that NMCI meets the Marine Corps' unique IT standards.
