The Emergency Food Assistance Program - The Emergency Food Assistance Program (TEFAP) is a Federal program that helps supplement the diets of low-income Americans, including elderly people, by providing them with emergency food and nutrition assistance at no cost. It provides food and administrative funds to States to supplement the diets of these groups. Find a TEFAP distribution facility near you -- map.

SAMHSA Disaster Distress Helpline - Substance Abuse and Mental Health Services Administration Disaster Distress Helpline provides crisis counseling and support to people experiencing emotional distress related to natural or human-caused disasters.

Crisis Clean Up - 800-451-1954 - Through November 4, 2016, Hearts & Hands Disaster Recovery, Information Technology Disaster Resource Center, and other relief agencies are staffing a free hotline for debris removal and home cleanup. This hotline will connect survivors with reputable and vetted relief agencies that will assist in mud-outs, debris removal, and cleaning up homes, as they are able. All services are free, but service is not guaranteed due to the overwhelming need.

Veterans Assistance - Homeless Veterans needing assistance with housing, replacement of medications or medical care call the National Call Center for Homeless Veterans: 1-877-424-3838. Combat Veterans can call 1-877-927-8387 for specific family assistance needs.

Boil Water Notices - precautionary boil water notices are being issued for drinking water systems affected by the hurricane

Hiring An Unlicensed Contractor Can Be Disastrous - Follow the steps outlined in the Natural Disaster Guide from Florida Department of Business and Professional Regulation to prevent becoming the victim of an unlicensed activity scam after a natural disaster.

Disaster Contractors Network -Disaster Contractors Network is an online tool that allows the general public to connect with contractors and suppliers when storm related services are in high demand or conversely allows contractors and suppliers to provide goods and services to the general public when storms or other natural disasters hit areas of Florida.

Insurance Inquiries - In the wake of Hurricane Matthew, Floridians affected by the storm must now begin the process of surveying damages to their property and belongings. Use this resource to help find your Florida’s property insurance company’s website and contact information.

National Flood Insurance Program (NFIP) - policy holders with a flood loss must file Notice of Flood Loss with their flood insurance company promptly. They are also required to submit Proof of Loss directly to the flood insurance company within 60 days after the date of the flood loss.

Red Cross - is providing limited financial assistance for those who do not qualify for federal disaster assistance and have homes with major damage or have been destroyed. Call 800-768-8048 to register for assistance.

Photo Documentation App - It is important to document all damaged property and belongings. A free smartphone app developed by the National Association of Insurance Commissioners called “MyHome Scr.APP.book is available to assist with photo documentation.

FEMA Housing Portal - The FEMA Housing Portal is intended to help individuals and families, who have been displaced by a disaster, find a place to live. The portal consolidates rental resources identified and provided by federal agencies to help individuals and families find available rental units in their area.

Florida Housing Search - The housing locator service allows people to locate available housing that best fits their individual and family needs.

Department of Housing and Urban Development - Honeownwers in affected counties may be eligible for assistance for foreclosure relief and mortgage insurance.

Supplemental Nutrition Assistance Program

SNAP Early Release - Current SNAP customers who live in Baker, Brevard, Broward, Citrus, Clay, Duval, Flagler, Glades, Hendry, Hernando, Highlands, Indian River, Lake, Marion, Martin, Miami-Dade, Monroe, Nassau, Okeechobee, Orange, Osceola, Palm Beach, Polk, Putnam, Seminole, St. Johns, St. Lucie, and Volusia Counties, and have not received their SNAP benefits for October, will receive an early deposit of their benefits effective October 7, 2016.

Current SNAP customers who live in Alachua, Bradford, Columbia, DeSoto, Dixie, Gilchrist, Hardee, Hamilton, Hillsborough, Levy, Manatee, Pasco, Pinellas, Sumter, Suwanee, and Union Counties, and have not received your SNAP benefits for October, will receive an early deposit effective October 8, 2016.

Assistance Programs and Declarations

Florida Hurricane Matthew Major Disaster Declaration (DR-4283) on 10/7/16 declared Public Assistance for the counties indicated below and was amended on 10/17/16, 10/19/16, 10/24/16, 10/25/16, and 10/27/16 to include Public Assistance and Individual Assistance for additional counties as indicated below.

Florida Small Business Emergency Bridge Loan on 10/10/16 was made eligible for all 67 counties declared under a state of emergency in Executive Order 16-230.

Small Business Administration Disaster Loan Assistance on 10/18/16 became eligible for the counties indicated below and was amended on 10/26/16 for additional counties.

Disaster Unemployment Assistance on 10/19/16 became eligible for the counties indicated below.

Tax Relief - individuals and businesses in declared counties may qualify for tax relief from the Internal Revenue Service

Residents and business owners who sustained losses in the counties designated below as declared for Individual Assistance can begin applying for assistance by:

Details on damage assessments for Public Assistance and Individual Assistance programs are provided below.

Individual Assistance

Individual Assistance from FEMA contains any or all of 5 different programs: Individuals & Households Program (IHP), Crisis Counseling, Disaster Unemployment Insurance, Disaster Case Management and Disaster Legal Services. The program that deals with money to survivors is IHP and provides funding for survivors based on their needs (uninsured losses), and factoring in other types of available assistance. The maximum grant under IHP for 2016-17 is $33,300, and the average grant nationwide is $4k-$6k for an eligible applicant or household.

Funds may be used for the following:

• Temporary Housing
• Lodging Reimbursement
• Repair of Damage
• Replacement of Housing Resources (including assistance with construction)
• Other Needs Assistance (ONA), which includes disaster related:
  • Child care expenses
  • Medical, dental, funeral expenses
  • Replacing damaged personal property
  • Clean up of the primary residence
  • Repairing damage to an eligible vehicle

Small Business Administration Disaster Loans

Physical Disaster Loans:

• To Individuals - low interest loans to allow for the repair or replacement of a primary residence and contents that are damaged or destroyed in a disaster. Limits to homeowners are up to $200k for the home itself, and up to $40k for contents (including cars). Limits for renters are up to $40k for contents (including cars)
• To Businesses – low interest loans of up to $2 million to cover disaster losses due to disaster. Funds may not be used to upgrade or expand the business, except as may be required by building codes.

Economic Injury Disaster Loans:

• To Small Businesses – Small businesses who cannot obtain credit elsewhere may apply for low interest loans available up to $2 million in order for the business to be able to meet
  financial obligations that otherwise would ordinarily have been met had the disaster not taken place. This is designed to be working capital to allow the business to survive until normal operations resume.

Florida Small Business Emergency Bridge Loan Program

This State of Florida program provides short term, interest free, working capital loans, which are intended to "bridge the gap" between the disaster event, and when the business obtains other long-term recovery resources (or resumes normal operations)

• Loan amounts are available between $1k and $25k
• Loans are interest free
  
• Loan term is between 90 and 180 days; loans must be repaid in full by the end of the loan term

Damage Assessments

Public Assistance Damage Assessment (PA PDA) is conducted to determine eligibility for a presidential declaration for the Public Assistance Grant Program. The PA PDA process assesses the costs associated with Emergency Protective measures, Debris Removal, and Infrastructure Restoration to pre-disaster condition after deductions for insurance and any other federal program payments are made. If the total of these costs for both the affected counties and the state exceed the amount of assistance the state is able to provide, as established by the current fiscal year threshold developed by FEMA based on adjustments to the consumer price index, the state may then become eligible for a Public Assistance declaration.

Disaster Reservists

Due to Hurricane Matthew, we are in need of disaster reservists to assist in disaster related duties. Duties may include participating on damage assessment teams, managing Disaster Recovery Centers, participating on Disaster Survivor Assistance Teams, or assisting the Individual Assistance team in Recovery. This is a paid “on call” position that could require you to work in remote or stressful locations.
